Summary
This position is responsible for the supervision and delivery of administrative services, including providing financial support and coordination for the Sooke and Electoral Area Parks and Recreation Commission (SEAPARC). The financial focus includes working collaboratively with CRD Financial Services in preparing budgets, budget documents and backup as well as ensuring the efficient, effective and timely management of budget monitoring. The administrative operations include reception, concession and golf hosts.
Key Duties & Responsibilities

Hires, trains, supervises and directs reception and cashier staff for the operation of SEAPARC Recreation Centre and DeMamiel Creek Golf Course, including concession staff.

Provides customer service and support, including responding to customer complaints elevated from frontline staff
-
Monitors and provides clarification on financial controls and cash handling functions.

Works in conjunction with CRD Financial Services to prepare journal entries and prepares routine financial transactions (i.e. cheque requisitions) and reconciles P-card expenditures.

Oversees accounts payable and receivable procedures and monitors transactions in accordance with the approved budget.

Works in partnership with Financial Services to coordinate and facilitate the complete financial planning process for designated services areas and operations, assist with annual budget preparation for the Senior Manager's review and submission/presentation to the Commission. Provides operational financial and statistical reports and analysis.

Recommends policies, procedures and financial best practices to the Senior Manager.

Assists with preparation of reports for Commission meetings, as required.

Works collaboratively with Information Technology regarding hardware/software requirements and purchases, procedures and troubleshooting,

Administers the operation and maintenance of registration and facility booking software.

Develops, implements and maintains administrative systems, procedures and standards and ensures standards and procedures are adhered to.

Provides input and recommendation on SEAPARC initiatives, planning and projects. Follows all policies, procedures and standards of the CRD

Performs other related duties as required.
Key Skills & Abilities

Excellent communication (verbal and written), interpersonal and customer service skills are required.

Knowledge of budget preparation and reconciliation procedures.

Analytical and problem-solving skills.

Strong ability with financial modelling as well as the ability to synthesize data and information.

Thorough knowledge of office operations, administrative processes and systems.
-
Strong ability to take initiative, use independent judgement and show discretion.

Thorough knowledge of grammar, spelling and proper formats and styles for business correspondence and proof reading and editing skills.

Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes.

Strong ability to coach, lead, mentor and supervise others in the work unit.

Considerable experience with and understanding of Enterprise Resource Planning (ERP) systems such as SAP. Advanced MS Word, Excel, PowerPoint and Outlook and SharePoint skills.

Strong organizational skills, including the ability to work under pressure, prioritize work and to set and meet deadlines. Strong proficiency and experience with registration and booking software, Xplor Recreation preferred.

Strong ability to work effectively in a team environment and individually with minimal supervision.

Strong ability to deal with the public with professionalism, tact and diplomacy.
Qualifications

Degree in a related discipline

A minimum of 2 years' directly related experience

An equivalent combination of education and experience
Certifications
