TITLE: PROJECT MANAGER
DEPARTMENT: PROJECT SERVICES

General Accountability
Reporting to the Manager, Project Services, an incumbent is responsible for delivering project management services in support of PRIME-BC and leading project teams through technology-based projects from development to close.
Nature and Scope
Manages projects within established scope, timeline and budget; analyzes, plans and directs project execution; assesses and resolves complex, diverse and unique issues; reviews work in progress and assesses completed work for accuracy, required results and quality.
In collaboration with management and stakeholders, develops project plans, including defining scope, budget, schedule, deliverables, and project team responsibilities and resources.
Participates in developing and recommending standardized project management policies, methods and procedures for the initiation, approval and prioritization of programs and projects; provides guidance and direction to staff in applying project management procedures and principles; escalates critical issues as necessary.
Liaises with a wide variety of internal and external contacts; communicates on issues, risks and progress reports; develops effective relationships vital to the success of project service delivery.
Leads the planning for project execution; establishes standards for the execution, costs and quality of projects.
Determines internal and external resource requirements; assigns work and provides instructions, advice, technical leadership and guidance to team members.
Supports the negotiation and management of contracts by preparing scope of work definitions, technical requirements, project requirements, and schedules. Resolves contractual issues by collaborating with contractors.
Reviews purchase orders, change orders, project forecasts, schedules, cost estimates, financial reports, billings and claims; enforces project and product lifecycle standards.
Develops consultation processes to accomplish objectives; provides input into the development of and applies new corporate project management methodology; leads problem solving activities; investigates and analyzes challenging and unique problems; evaluates risks, applies innovative solutions, and seeks new and unique technology, processes and products.
Proactively monitors and tracks team usage, resolves conflicts and maintains schedules.
Conducts and contributes to post-project reviews and identification of lessons learned.
Keeps abreast of trends and developments in information and communications technology.
Performs related work as required or assigned by the Manager, Project Services.
Education, Training and Experience
Completion of a bachelor’s degree in computer science, engineering or business with a technology focus plus a minimum of 5 years related experience, including some experience in leading work teams, or an equivalent combination of training and experience.
Certification as a Project Management Professional (PMP) from the Project Management Institute or similar organization.
Certificate in ITIL or similar service delivery framework preferred.
Knowledge, Skills and Abilities
Knowledge of Jira, Confluence, Microsoft Project and SharePoint.
Knowledge of project management methodologies, techniques and resource estimating and scheduling related to the work performed.
Knowledge of PRIME-BC applications, methods, practices and procedures related to the operation and administration of the systems or equivalent enterprise system applications as related to the work performed.
Ability to plan, organize and manage project development and to determine, prioritize and execute activities over cross-functional teams.
Ability to respond to shifting priorities, demands and timelines.
Ability to prepare and maintain a variety of records and documentation.
Ability to work effectively and to elicit the cooperation of a variety of internal and external contacts.
Ability to communicate effectively orally and in writing and to prepare clear, concise and complete reports.
Ability to anticipate, investigate, research and analyze challenging and unique problems, and to resolve or escalate issues in a timely fashion.
WORKING ENVIRONMENT
Must obtain and maintain a RCMP Secret Level security clearance.
Hybrid work environment – remote and in-office.
Must reside in the Lower Mainland.
Occasional travel may be required.
Monday to Friday 40 paid hours per week.
Occasional availability to work outside of regular working hours.
