The Opportunity:
The EarlyON Manager works with community partners and stakeholders to develop and
implement a programming framework to support Early Leaning across Muskoka. Responsible
for directing staff in the delivery of EarlyON Child and Family Centre programs by developing,
strengthening, and maintaining a system of responsive, high quality, accessible programs and
services that promote healthy child development. Responsible for meeting Provincially
mandated performance outcome targets and for developing improved work processes, both for
the EarlyON program and across all other Children’s Services Division program areas.
What you will do:
• Manage and coordinate all aspects of the EarlyON Child and Family Centre program and
system to ensure compliance with legislation, guidelines and standards, and Ministry service
targets are met and reported on.
- In collaboration with the Children’s Services Leadership team, research, analyze and
interpret a wide variety of information, and data to develop effective and collaborative
programs and services.
- Communicate in multiple formats to a variety of audiences on program and policy priorities
and respond effectively to concerns and inquiries in a variety of settings.
- Represent the District of Muskoka on related provincial networks and local planning tables.
Manage, plan and participate in outreach activities to promote EarlyON Child and Family
Centre Programs.
- Work in cooperation with District’s quality improvement program to develop and maintain
quality standards.
- Develop and implement policies and procedures relating to EarlyON Child & Family Centre
program delivery.

Responsible for preparation of municipal and provincial reports on program outcomes.

Manage and lead staff to develop programming based on Ministry of Education’s Early
Learning Framework and How Does Learning Happen and ensure programming is
implemented consistently in all programs.
- Develop, expand and maintain community partnerships to identify areas of need, joint
service planning and ensure programming supports are effective.
- Manage and coordinate the implementation of best practices to respond to emerging early
years’ needs.
- Manage, motivate and support employees in a manner consistent with District values,
policies and procedures, including selection, work scheduling and performance evaluation.
- Other duties as assigned.
What you will need:
• Graduation from a post-secondary program in Early Childhood Education, Child
Development, Early Learning and Development or equivalent, with university preferred.
Registered member in good standing with the College of Early Childhood Educators
(RECE).
- Four (4) to five (5) years of progressively responsible experience working with children and
families, including three (3) years of management and/or supervisory.
- Experience working in multi-stakeholder environments (e.g. delivering community
consultation, engagement, and organization), within at least one of the following areas:
public, private and/or community organizations.
- Proven ability to accomplish performance objectives in a corporate team environment,
exhibiting strong communication, analytical, public relations, organizational, project/time
management and team building.
- Comprehensive understanding of applicable legislation, standards and theories of Early
Childhood Education and pedagogy.
- Proven ability to gather, organize & analyze information, coupled with demonstrated
technological proficiency
- Excellent communication, organizational and interpersonal skills.
- Ability to work in non-standardized work environments and outside regular business hours.
- Satisfactory Criminal Reference Check and Vulnerable Sector screening, required.
- First Aid certification required.
