NATURE OF WORK
Reporting to the Director of Public Safety/Fire Chief, the Bylaw Officer II shall lead in the public’s compliance and education of all City bylaws, regulations and general Public Safety Departmental policies and procedures. The Bylaw Officer II position handles complex community files, working closely with the Bylaw Supervisor to deliver timely, appropriate, and professional service. This position will need to have the ability to influence behaviour through extensive community interaction educating the public on the City’s bylaws. This position will proactively participate in training for advancement to support their development in Bylaw services.
SUPERVISION RECEIVED
Works under the direction and supervision of the Bylaw Supervisor. Reports to the Director of Public Safety/Fire Chief. Often works under limited supervision.
SUPERVISION EXERCISED
Provides training and guidance to Bylaw Officer I, Bylaw Technicians and assigned assistants and temporary workers as required.
KEY RESPONSIBILITIES
As per the Bylaw Officer I with the following changes and/or additions:

In consultation with the Bylaw Supervisor, investigates high level complaints related to zoning issues, non-compliant shipping containers, illegal occupancy and homeless camping, dangerous dog files under section 49 of the Community Charter, entry and search warrants and any other investigation requiring higher level investigations.

Maintains contact with police personnel as assigned to assist in investigation activities, provides mutual assistance during emergency situations and provides general information about departmental activities.

Works with the Bylaw Supervisor to assist with the coordination of public relations and departmental programs in order to foster public awareness of bylaw requirements.

Serves bylaw tickets, warning notices and legal documentations.

Assists Bylaw Supervisor during absences with oversight of operations and support of the department.

Provides assistance in the development and maintenance of operational guidelines and safe work procedures.

NATURE OF WORK

This position will need to have the ability to influence behaviour through extensive community interaction, educating the public on the City’s bylaws. KEY RESPONSIBILITIES
- Responsible for the enforcement of the City’s bylaws including, but not limited to, the Animal Control Bylaw, Traffic Bylaw, Sidewalk Regulation Bylaw, Solid Waste Management Bylaw and Property Standards Bylaw.
- Maintains a patrol system by foot and vehicle and responds to traffic, parking, property standards, and other complaints or enquiries while endeavouring to resolve and correct the reported problems.
- Pro-actively patrols City parks and City owned land.
- Interacts with the public daily, with a focus on educating and creating awareness with the public on municipal bylaws and bylaw compliance.
- Issues parking tickets to unlawfully parked motor vehicles and arranges for the towing and/or impounding of motor vehicles that are abandoned or may be creating a hazardous situation.
- Investigates reported complaints and bylaw infractions while taking appropriate action to create awareness and educate all parties in order to reach bylaw compliance.
- Collects monies from the parking meters and submits to the Finance Department.
- Assists with the repair of parking meters and reports any missing meters.
- Assists with the collection and storage of found bicycles.
- Maintains records, files and reports of bylaw enforcement proceedings and logs all incidents.
- Responds to complaints for violations under the Animal Control Bylaw, including but not limited to animals running at large, deceased animals, licensing and compliance, or injured animals.
- Apprehends domestic animals, and works with Bylaw Officer II and Bylaw Supervisor to impound and investigate cases of aggressive and biting dogs.
- Provides after-hours on-call support for emergency call-outs.
- May serve on various committees as required.
- Contributes to a positive work environment by modelling a respectful workplace, as per City policy.
- Takes reasonable care to protect the health and safety of themselves, and the health and safety of others who may be affected by their acts or omissions at work. Properly wears protective clothing, devises and equipment provided, and ensures hazards are immediately reported to Supervisors. Complies with the City of Fort St. John’s Occupational Health and Safety program, and all applicable policies and procedures.

REQUIRED QUALIFICATIONS, KNOWLEDGE, ABILITY AND SKILLS

Completion of high school education or equivalent

Bylaw Enforcement & Investigative Skills Certificate Level I

Certification in Officer Safety, Avoidance, Conflict Resolution or Situational Awareness

Minimum one (1) year Bylaw Enforcement, Animal Control or Parking experience

Occupational First Aid Level I

Valid Class 5 BC Driver’s License

Ability to obtain and maintain an acceptable Police Information Check and Vulnerable Sector Check

Proficient in Microsoft Office Suite programs as demonstrated through testing (70% pass rate required), in addition to applicable departmental software programs.

Ability to work outside in adverse weather conditions if required.

General knowledge of the methods, principles and practices of caring for animals.

Ability to apprehend domestic animals in violation of bylaws.

General knowledge of the rules and regulations of the Society for Prevention of Cruelty to Animals.

Ability to present a neat appearance and articulate information in a courteous, tactful and diplomatic manner where people may be agitated.

Personal aptitude will include being self-motivated and a demonstrated ability to handle a varied workload in a flexible manner, which may involve a shift work hour schedule to meet the requirements of the position.
