About the role

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. IO has been recognized domestically and internationally for the way it does business and the success it has had with its major projects, real estate services, infrastructure lending, commercial projects, and development mandate. IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.

Project Delivery manages large, complex public infrastructure projects using a variety of contracting models, notably the public-private partnership (P3) approach to procurement and delivery. The P3 model leverages private sector financing and expertise in building public infrastructure with the objective of delivering projects on schedule and within approved budgets. The current project pipeline is valued at more than $35 billion in estimated design and construction costs.

The Project Manager will provide full ownership and leadership throughout the planning, transaction/procurement, and implementation phases of assigned project(s), including scope and stakeholder management, budget preparation, scheduling, risk mitigation, and coordination across multiple project workstreams.

Success In This Role Requires:

  • Proven ability to deliver high-quality outputs consistently, on time and within scope.
  • Strong proactive problem-solving skills and independent initiative to identify and resolve issues before they escalate.
  • Expertise in managing relationships with diverse internal and external stakeholders, ensuring alignment and clarity throughout project phases.
  • Excellent presentation, consultation, negotiation, influencing, and consensus-building skills.

What You Will Do:

  • Lead complex infrastructure projects through all phases, including pre-transaction, RFQ/RFP, design, construction, commissioning, and final transfer of responsibility to operations.
  • Take ownership of deliverables, ensuring accuracy, timeliness, and quality.
  • Manage planning, design, and construction of large and complex projects delivered through traditional direct-delivery (stipulated sum, construction management) and Public-Private Partnerships (P3s).
  • Proactively identify project risks and develop practical solutions to mitigate them.
  • Manage relationships with internal and external stakeholders to ensure project objectives are met.
  • Lead presentations to seek approvals and demonstrate concepts to senior management and stakeholders.
  • Coordinate agendas, processes, and procedures with internal and external team members to advance business objectives and project outcomes.

What We’re Looking For:

  • Background in Landscape Architecture, Architecture, Engineering, or another relevant discipline to the design and construction industry.
  • Substantial hands-on experience managing major, complex infrastructure projects, including direct oversight of consultants and contractors.
  • Demonstrated track record of delivering projects on time, on budget, and to high quality standards.
  • Strong business acumen and experience managing budgets, schedules, technical requirements, and construction methodologies.
  • Good understanding of traditional contract forms and P3 delivery models (Build-Finance, Design-Build-Finance, Design-Build-Finance-Maintain, etc.).
  • Experience negotiating claims, scope changes, and other contractual items is preferred.
  • Exceptional interpersonal, communication, and stakeholder management skills, including the ability to influence and align diverse teams.
  • Strong organizational skills and ability to manage competing priorities effectively.

We offer a competitive salary range of $104,400 to $156,600 (PM3 level), pay will align with skills, knowledge and experience of the candidate.
