As the Lead, Infrastructure (IS) Project Management (PM) Practice, you will be the business steward for the maturity, creation and continuous improvement of project management practices and processes across Infrastructure Services. This position is responsible for overseeing and guiding project management practices, ensuring that project management methodologies are effectively implemented and adhered to, fostering a culture of continuous improvement, and driving the successful delivery of infrastructure projects. This role establishes and governs what project management looks like across Infrastructure Services, providing department-wide direction through governance, standards, roadmaps, and reporting. Primary duties include:

  • Lead and coordinate the strategic planning and development of a Project Management governance framework for Infrastructure Services. Includes recruitment of governance participants, establishment of Terms of Reference, organization of regular meetings, development of agendas.
  • Guide IS Project Management governance body meetings to productive and successful outcomes via presentation of recommendations, leading consensus-building efforts, driving group decision-making, solicitation of direction and guidance, and documentation of decisions and outputs.
  • Lead and coordinate the implementation of the IS project management roadmap, executing on direction received from IS PM governance body.
  • Act as Program Sponsor to major roadmap programs for example Cost Management, Quality Management, Risk Management, and Value Management.
  • Oversee all aspects of additional IS PM roadmap projects providing support and guidance to project teams from initiation through to completion. Establish processes, deadlines and content expectations and guidance and direction to members of the project team to ensure projects are completed on time and meet goals and quality standards.
  • Develop and manage a comprehensive plan for reporting on various aspects IS PM Practices maintained and managed by the Practice Area (e.g. Project Management Quality Assurance; contributions/submissions to corporate reports; cost estimation reports; value management reports; etc.).
  • Work to ensure data consistency, data integrity and effectiveness of all reports.
  • Lead, coach, and manage a team to deliver on the Practice Area's strategy and workplan by setting clear priorities, developing workplans, assigning work, and establishing performance standards that support consistent, high-quality delivery.
  • Build and sustain a high performing, collaborative team culture by overseeing staffing and performance management, mentoring team members, and identifying and addressing ongoing training and development needs.

Qualifications

  • A degree in Civil Engineering or an equivalent engineering discipline with at least 10 years of engineering (post P.Eng) experience in a complex project management environment.
  • Registered Professional Engineer (P.Eng.) with APEGA on the 1st day of work is required.
  • Project Management certification (PMP, PRINCE2 etc.) will be considered a strong asset.
  • Experience managing complex municipal infrastructure projects is an asset.
  • Program management experience is an asset.
  • Success in this role requires strategic thinking and decision-making skills, strong organization skills. The ability to manage and support the team, as well as good political acumen and strong communication skills are essential in this role.
  • Equivalent combinations of experience and education may be considered.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
