Responsibilities
PRIMARY PURPOSE
Oversees the planning, governance, and successful execution of the rail expansion program with considerable scope, budget management responsibilities, and significant risk, impact, and sensitivity. Assists the Sr. Director by utilizing a matrix management approach to monitor the progress of a portfolio of interconnected and interdependent projects managed by Project Managers.
KEY ACCOUNTABILITIES
Oversees the program throughout its lifecycle, developing and managing strategies, business plans, short- and long-term goals, operating budgets, and resources to ensure alignment with divisional objectives. Monitors the progress of a portfolio of interconnected and interdependent projects led by various Project Managers within the department, ensuring adherence to approved plans and achieving results within established timelines.
Serves as a key member of the Rail Expansion team, proactively identifying and addressing risks and opportunities related to projects. Alerts senior management to critical issues, anticipates strategic challenges, and implements mitigation strategies in advance. Prepares detailed reports and presentations for senior management on a regular and ad hoc basis. Keeps the Director informed on program status and collaborates with them to resolve emerging critical issues.
Reports program progress, risks, expectations, timelines, interdependencies, milestones, and key metrics to the executive team. Offers recommendations on risk management strategies and program delivery solutions. Maintains comprehensive program documentation, including status reports and materials for the program governance committees as required.
Builds and maintains strong relationships with key stakeholders, including the program sponsor, operational readiness teams, senior industry peers, and government officials. Manages stakeholder expectations, addresses complex or sensitive issues, and resolves problems effectively. Leads the governance committees and actively participates in various program-related committees to promote collaboration, problem-solving, and decision-making with project managers and stakeholders across the organization.
Manages program staff, including recruitment, development, coaching, performance management, and work assignment. Oversees contractors and consultants by providing direction and monitoring compliance with contractual agreements. Utilizes a matrix management approach to supervise the progress of a portfolio of linked and interdependent projects led by various Project Managers in the department.
Provide guidance on long term objectives and business maturity goals to support Rail Expansion within the Operations and Maintenance company, and support key outcomes within the Rail Expansion Program including program milestones, system integration, hand back and assurance processes, and contract/budget management.
Qualifications
EDUCATION AND EXPERIENCE
The competencies for this position would be acquired through completion of University degree in Engineering and/or Business, a Professional Engineering designation or eligible to register as a P.Eng. PMP certification is also required. Requires 8 years of previous experience in full cycle engineering project management for large and complex programs or projects.
OTHER REQUIREMENTS
Expert knowledge of the principles, theories, concepts and practices of project and program management.
Advanced leadership skills to provide coaching, development, and performance management to reporting staff.
Advanced interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, including negotiation skills as they relate to contracts and resolution of contractual issues.
Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.
Advanced financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.
Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.
Advanced verbal and written communication skills.
Solid technical skills in business and project management computer applications and databases.

Rate of Pay
The salary for this position ranges from $117,600 - $176,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
