POSITION SUMMARY:

Under the direction of the Manager, Support Services, this position is primarily responsible for the full human resources life cycle, of all Educational Resource Workers or assigned client group(s). Responsibilities include all aspects of recruitment, including transfer and surplus, position tracking, onboarding, processing leaves of absence and facilitating effective communication between the Family of School's Supervisory Officers, Special Education Services, Principals and Human Resources Services.

RESPONSIBILITIES:

  • To act as a liaison between the Board (Human Resources Services, Special Education Services and Family of Schools Supervisory Officers), Principals and the Educational Resource Worker staff.
  • Assist in the recruitment, hiring, training and evaluation of all Educational Resource Worker staff and/or assigned client group.
  • Responsible for all Educational Resource Worker staff surplus, transfer and placement decisions
  • Report and respond as required to Incident reports with the assistance of the health and safety department and employee Relations department as necessary.
  • Supports Special Education Services in the allocation process of Educational Resource Workers
  • Participate as required in appropriate, planned, and approved activities related to employee training and development.
  • Issue, monitor and manage system needs related to personal protective equipment (PPEs)in collaboration with Special Education Services and Health and Safety teams
  • To assist in the ongoing maintenance and updating of employee records pertaining to Board approved crisis intervention program and other training programs as required.
  • To constantly monitor the supply pool to ensure appropriate coverage that is in alignment with our absence data to respond to system needs.
  • Proposes recruitment and retention strategies for assigned client groups to improve recruitment outcomes and provide long range strategies.
  • Provides general advice on the application of the assigned collective agreement(s).
  • Can be assigned low level conflict resolution duties under the general administrative procedures for staff-to-staff conflict.
  • Acts as the primary contact for Principals on issues related to Special Education Support Staffing or assigned client group
  • Acts as the primary liaison in the deployment of itinerant ERW's in consultation with the Family of Schools Supervisory Officer, Special Education Services and the respective collective agreement provisions.
  • Participates in system level initiatives as requested

QUALIFICATIONS:

  • Post secondary education in human resources management or if applicable, field related to special education, (degree or diploma)
  • CHRP/CHRL designation is required, or equivalent as determined by the Superintendent, Human Resources and Employee Relations.
  • Minimum three years related experience in human resources services in a unionized environment.
  • Experience working with individuals with special needs is an asset, if applicable.
  • Full understanding of recruitment cycles.
  • Working knowledge of appropriate legislation; not limited to Ontario Human Rights Act, Employment Standards Act, Ministry of Education regulations.
  • School Board experience is preferred. This experience is inclusive of on-the-job training.

  • Strong organizational and interpersonal skills
  • Strong Communication skills (written and oral)
  • Possess the ability to work independently as well as within a multidisciplinary team
  • Skilled in conflict resolution.
  • Proficient computer skills; excellent verbal skills.
  • Advanced proficiency in Microsoft Office
  • Advanced proficiency in Excel
  • Experience with Applicant Tracking Systems (ATS)
  • Expertise in HR policies and procedures
  • Strong knowledge of hiring practices
  • Ability to manage multiple priorities and respond to urgent staffing needs effectively
  • Understanding of HR best practices and current regulations
  • Sound judgement and problem-solving skills
  • Familiarity with HRIS systems and staffing tools
