About the role

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Position Purpose:
The Environmental Manager leads the strategic planning and execution of environmental due diligence and assessments in support of government initiatives, including the management of government property and the delivery of large-scale infrastructure projects. They serve as the technical lead for environmental programs, ensuring regulatory compliance and enterprise risk management across IO and external partners. The role involves independently managing relationships with clients, regulators, and partners. Additionally, the manager advises senior leadership on environmental risks and policies and contributes to staff development within the division.

What You Will Do:

  • Lead environmental assessments under the Environmental Assessment Act, Environmental Protection Act, and Government Property Class EA.
  • Manage Environmental Site Assessments (Phase I & II), contaminated site investigations, and remediation planning and execution.
  • Oversee environmental risk assessments and ensure alignment with regulatory standards and project goals.
  • Integrate geotechnical considerations, such as soil stability, groundwater conditions, and subsurface risks, into project planning and risk assessments.
  • Apply knowledge of related environmental disciplines, such as natural environment, water resources, air quality and noise, and cultural heritage, as they relate to Environmental Assessments and planning.
  • Incorporate climate resilience and sustainability principles into environmental strategies and project delivery.
  • Provide technical leadership and develop environmental policies and procedures.
  • Scope, procure, and review environmental deliverables for quality, compliance, and value.
  • Collaborate with stakeholders and regulators to support project objectives.
  • Monitor environmental performance and identify opportunities for improvement.
  • Support staff development and cross-functional collaboration.

What We Are Looking For:

  • Post-secondary education in environmental science, planning, engineering, or related field an asset.
  • Extensive experience in Environmental Assessment (EA), site assessment, and remediation.
  • Strong knowledge of Ontario’s environmental legislation and Class EA processes.
  • Experience with geotechnical investigations and their application in infrastructure and redevelopment projects.
  • Familiarity with related environmental disciplines relevant to EA and environmental planning (e.g. water, ecology, air & noise, heritage, climate resilience, sustainability).
  • Knowledge of government procurement, contract negotiation, and stakeholder engagement.
  • Excellent communication, analytical, and project management skills.

We offer a competitive salary range of $99,800 to $149,700 (P5 level), pay will align with skills, knowledge and experience of the candidate.
