As a Business Analyst, you will work with Project Managers and staff at all organizational levels of Assessment & Tax to execute and implement key project deliverables and service improvement initiatives. You will work on a variety of business process management activities involving complex mass appraisal matters, data management, legal requirements, sales analysis, valuation and tax administration. These processes rely on technological systems to support accurate valuation procedures, effective assessment administration and fair tax policy.

You will work collaboratively to discover, invent and create consensus on new ways of working together using industry and leading-edge best practices. You will facilitate project teams through various project and operational service improvement activities, make recommendations for improved processes, analyze and document current work flows and processes. Primary duties include:

  • Manage assigned project activities including: leading cross-functional requirements gathering, writing testing procedures for user acceptance testing, facilitating the documentation and publication of project related processes and operational rules written in graphical form.
  • Translate information into definable business requirements and process flows for work processes, systems, procedures, and other related business initiatives. Including the creation of process diagrams and procedural documentation
  • Create various strategies, plans and actionable tasks that enable project success.
  • Analysis of change created by business process redesign; liaise with project team members, training team, and other impacted parties.
  • Present and make recommendations for improved processes, process optimization, process performance measurement and evaluation.

Qualifications

  • A completed 2 year diploma in Business Administration, Computer Science, or a related field and at least 5 years of experience in business process management, design, redesign and improvement; OR
  • A degree in Business, Real Estate, Economics, Computer Science, or a related field, and at least 3 years of experience in business process management, design, redesign and improvement.
  • Intermediate proficiency in Microsoft Office (Excel, Visio, PowerPoint, and Word) is required.
  • Experience with project management, change management, and business analysis is also required.
  • Assets include: completion of an industry-recognized Business Analysis certificate; a Certified Business Analysis Professional (CBAP) certification; a Business Analyst designation; and/or knowledge of Six Sigma.
  • Excellent facilitation, negotiation, and consensus building skills are required.
  • Effective communication skills and the ability to develop credibility with internal and external partners.

Workstyle

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 11 $46.21 - 61.78 per hour

Days of Work: This position typically works a 5 day

work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
