Responsibilities

PRIMARY PURPOSE

Responsible for providing leadership and oversight in ensuring a culture of safety and commitment to “Zero Harm” for all BCRTC operations and maintenance activities. Ensures operations and maintenance activities are in compliance with all related policies and regulatory requirements. Collaborates with the Director to develop appropriate and comprehensive safety strategies and plans. Manages safety initiatives to support employee and system safety requirements. Participates in the company’s interactions with regulatory agencies including WorkSafeBC, Technical Safety BC, and Transport Canada. Engages effectively with workers, managers, supervisors, executives (ESLT), and the Board of Directors as required.

KEY ACCOUNTABILITIES

Provides leadership and oversight in ensuring a culture of safety for all BCRTC operations and maintenance activities. Collaborates with the Director and stakeholders in Maintenance and Operations to develop and implement appropriate and comprehensive safety strategies and plans. Provides training and coaching as needed to operations and maintenance leaders and staff on safety practices.

In collaboration with the Prevention and Safety Compliance team, develops, implements, and manages safety programs, projects, campaigns, and initiatives that promote safe work practices in BCRTC operations and maintenance workplaces in order to mitigate risks and eliminate or minimize harm. Implements appropriate standards, practices, policies, and processes, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions to the Director.

Ensures BCRTC operations and maintenance processes and activities are in compliance with all relevant safety standards and regulations, including BCRTC’s Safety Management System (SMS), WorkSafeBC (WSBC) and Technical Safety BC (TSBC) regulations, and Transport Canada standards, and are aligned to best practices identified in standards such as CSA railway safety standards. Is responsible for reviewing internal work procedures for completeness, applicability, and alignment to required regulations and standards.

Oversees execution of safety inspections and risk reviews of BCRTC operations and maintenance workplaces to identify risks and determine appropriate mitigating actions. Monitors those actions to ensure risks are addressed in a proper and timely manner.

Oversees investigations of accidents and safety incidents resulting from operations or maintenance work, and ensures investigations are performed consistently, accurately, and within established timeframes. Supports and provides training to business units in conducting investigations. Ensures investigation outcomes and findings are properly actioned, communicated, reported, and monitored. Liaises as necessary with external regulatory bodies related to investigations to ensure adherence to regulatory requirements. Interprets findings and implements corrective action plans to prevent accidents/incidents.

Participates in interactions with regulatory agencies such as WSBC and TSBC, addressing a wide range of issues and ensuring appropriate issue resolution and closure.

Chairs and participates in various safety-related committees and work groups, including the JOSH committee and organizational Safety boards, offering the rail division's system safety and security management perspective to planning activities and initiatives. Ensures worker and operational safety enhancements and continuous improvement are on the forefront of the discussion.

Provides specialized advice to executives, directors, managers, and supervisors on safety matters, recommending actions to support a strong safety culture and compliance. Supports and reinforces a culture of safety and “Zero Harm” across the organization, so that customer expectations are met through the consistent application of standards, processes, and procedures.

Supports the Director in engaging with the ESLT and the Board of Directors to provide regular updates on safety and security initiatives, highlighting achievements, challenges, and strategies for improvement. Prepares and presents comprehensive executive-level reports regarding safety performance, outlining key metrics, trends, and areas for enhancement.

Oversees and manages departmental expenditures, assisting in the preparation of the departmental budget in collaboration with the Director.

Leads and manages a diverse team of reporting staff covering day and night operations, focusing on selection, development, coaching, performance management, and all aspects of people management.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through a degree in a safety-related discipline, plus 8 (eight) years of progressive experience in safety-related fields including senior-level roles. Experience in Transit occupational safety, especially in a rail environment, plus a Canadian Registered Safety Professional (CRSP) designation.

An equivalent combination of education and experience may be considered.

OTHER REQUIREMENTS

Advanced working knowledge of concepts, principles, practices and techniques pertaining to safety in an operations and maintenance rail environment.

Advanced knowledge of safety regulations protocols, procedures and concepts, principles, practices and techniques pertaining to safety.

Advanced knowledge of the relevant safety policies, legislation and legal terminology.

Advanced knowledge of public transportation modes, infrastructure, and operating systems.

Advanced communication and interpersonal skills to be able to propagate a culture of safety and liaise with leaders and staff across the enterprise and external stakeholders.

Solid problem-solving skills with advanced analytical skills to identify innovative approaches and recommend solutions to mitigate risks. Excellent prioritizing, organizing and time management skills.

Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations, and web-based systems.

Ability to work flexible shifts (limited and arranged in advance) and being able to act as the main point of contact for all staff throughout their assigned shifts.

Solid leadership skills to manage a team of staff or contractors, and to lead projects and initiatives.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay

The salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
