Job Function:
Provide leadership and direction across Ontario Hydro Services Company within assigned compensation, benefits and health services programs. For assigned program area, ensure that relevant human resource policies, practices, systems and legislative requirements are in place within the Ontario Hydro Services Company. Provide advice to senior management related to compensation; income protection; pension plan; administering and providing flex benefit programs; the coordination of compensation, benefit and health services communications (benefit brochures, intranet communication, hot-lines, etc. for employees and pensioners); health services and the coordination of compensation, benefits and health services systems requirements. Identify emerging issues in assigned functions/areas and participate in the integration of programs.

Provide leadership and direction across Ontario Hydro Services Company in assigned compensation, benefits and health services programs. Provide advice to senior management on issues related to compensation, income protection, pension plan; administering and providing flex benefit programs; coordination of compensation, benefit and health services communications (benefit brochures, intranet communication, hot lines, etc. for employees, pensioners) and health services. Coordinate compensation benefits and health services systems requirements. Identify emerging issues in assigned functions/areas and participate in the integration of programs.

Work with line managers, supervisors, and field Human Resources staff to resolve controversial issues relating to compensation, benefits and health services programs Ensure compliance with Corporate policies and collective agreements provisions relative to compensation, benefit and health services. Maintain strategies for acceptable service-delivery based on Corporate requirements. Deal with employee spokespersons and other stakeholders to identify and resolve problems and propose effective alternatives/options.

Supervise one or two support staff responsible for administering and providing services to employees and pensioners. Ensure staff receive appropriate training, direction and guidance to carry out daily responsibilities. Initiate, develop, implement and maintain work methods and programs that meet business requirements. Establish approaches to seek career staff interests and developmental needs. Act as coach and facilitator to create and sustain a non-threatening, supportive team environment. Provide clear expectations and performance measures, meaningful feedback and recognize and reward achievements. Make effective recommendations on matters such as staffing, development needs, discipline etc. and handle related problems. Conduct performance appraisals.

Participate in studies and projects related to the development and maintenance of Human Resources policies, strategies, programs, procedures, services and processes in designated fields, including employee relations. Analyze their appropriateness and identify areas requiring change or improvement. Make recommendations to contribute to more effective Human Resources management. Make recommendations for collective bargaining changes and develop rationale for various management positions. Provide advice in areas related compensation, benefits and health services programs.

Serve as a representative of the Company on committee or task groups dealing with designated areas of Human Resources management, specialization, working with bargaining group representatives affecting collective agreements or grievances.

Within the general context of the job responsibilities, initiate, make recommendations and carry out implementation to improve upon the efficiency and effectiveness of technological systems and the Human Resources function

Keep abreast of new developments in compensation, trends, benefit and health services issues, related systems and legislation affecting the function. Attend workshops and seminars to enhance business services provided.

Design, develop and deliver seminars/workshops to Line and Human Resources.
