ABOUT THE ROLE
Reporting to the Manager, Infrastructure Asset Management and Capital Support, this position is responsible for leading the Housing Services’ Project Management Office. Key responsibilities include developing and maintaining project management frameworks, ensuring continuous improvement and quality control of project management processes and technology utilization. Other key responsibilities include developing and maintain technical specifications and standards, project cost estimates, costing databases, multi-year capital budgets, business cases, and associated funding applications. Additionally, this role also involves fostering collaborative relationships with other Regional capital delivery groups and support departments to ensure alignment with Regional best practices.
WHAT YOU WILL BE DOING

Collaborates/works with partners and follows the corporate strategic leadership, planning and direction related to this function to ensure alignment with corporate objectives and direction.

Develops and implements a comprehensive project management framework and governance structure based on industry best practices (e.g. Project Management Institute standards) for the Branch that defines the processes, scope, roles, and responsibilities for managing projects from start to finish.

Establishes and maintains standards for project management practices including principles, templates, technical specifications, and delivery methodologies to ensure consistency and quality across all projects.

Develops a structured system for organizing and storing project-related documents, including standard electronic project directories, physical files, standard templates, and managing computerized systems for project management.

Identifies key performance indicators (KPIs) and metrics that align with project and Branch goals, implements systems and process to continuously monitor and track performance, and regularly generates and distributes performance reports to stakeholders.

Develops, implements, and maintains processes for continuous improvements including a lessons learned database to review project successes and areas needing improvement, and promotes the use of lessons learned database to inform future projects and improve project management practices.

Leads the development, implementation, monitoring, and maintenance of a Project Portfolio Management (PPM) system that integrates key project management functions including scope, schedule, budget, and risk management.

Conducts detailed analysis to develop accurate cost estimates for new projects and maintains costing databases ensuring data is accurate and reflective of current market conditions.

Works closely with management team to develop the branch’s annual and multi-year capital plan, budget and long-term outlook.

Collaborates with Branch, Departmental, and Regional finance teams on budget development, submission, and tracking.

Collaborates with Departmental and Regional procurement teams and coordinates efforts to forecast and maintain a database of planned and ongoing procurements.

Assists with management team budget and expense management.

Develops relationships with other regional capital delivery groups and supporting departments to ensure alignment with regional best practices.
WHAT WE ARE LOOKING FOR
- Successful completion of a University Degree in a relevant field or approved equivalent combination of education and experience.
- Minimum five (5) years’ experience in building capital project management and minimum one (1) year of direct supervisory experience.
- Certified as a Project Management Professional (PMP) or equivalent experience.
- Knowledge of the theory, principles and practices related to building planning, design, construction, architectural and engineering principles.
- Excellent knowledge of project management best practices in the building development and construction industry.
- Ability to demonstrate the Region’s leadership and core competencies.
- Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
- Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
- Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
