Compensation Details:

  • SVP level 24: Salaries typically range from $284,177 to $355,221 annually, based on qualifications and experiences, plus a STI and LTI performance-based incentive.

Location:

  • Export Development Canada operates in a hybrid work environment, with a current requirement ofthreein-office days per week, increasing to three days per week in September 2026**(subject to change)**.
  • The preferred location for this role is Ottawa. Some flexibility may be considered for candidates based at our Community Hubs in Toronto or Montreal; however, candidates based outside of Ottawa must be willing to travel frequently to our Headquarters.
  • Relocation assistance is available for candidates who meet the eligibility criteria.

Team Overview:

Reporting to the President & Chief Executive Officer and serving as a core member of the Executive Team, the Senior Vice-President, Public Affairs and Communications leads an integrated mandate of Public Affairs, Communications and Marketing. Their foremost responsibility is to serve as EDC’s senior public voice—driving the organization’s presence, influence, thought leadership and credibility across all government and industry circles central to EDC’s mandate. They strengthen EDC’s federal relationships, shaping, influencing and advancing priority policy files, and ensure the organization speaks with authority and consistency to key stakeholders including the federal shareholder, partners, and current and prospective customers. They oversee coordinated government affairs, strategic policy engagement, and high‑impact public positioning aligned with national economic priorities. Complementing this, the SVP leads EDC’s corporate communications strategy delivering clear internal and external messaging, proactive reputation stewardship, and strong executive visibility.

In parallel, the SVP oversees EDC’s Marketing function. They ensure the marketing organization modernizes and operates with insight‑driven precision, supports enterprise priorities and customer reach, while delivering a cohesive brand that reflects EDC’s mandate.

The ideal candidate is an enterprise-minded public‑affairs executive with deep experience in government relations, public‑policy engagement, corporate communications, and stakeholder management in complex, regulated, and politically sensitive environments. They are a strong people leader and bring complementary strengths in strategic planning, organizational alignment, and the integration of diverse functions. Experience in modern marketing and brand stewardship is an asset, supporting—but not overshadowing—the central public‑affairs mandate. This leader excels at navigating federal relationships with diplomacy and authority, unifying narrative across the enterprise, and serving as a trusted advisor to the CEO and Board while advancing EDC’s mission in service of Canada’s exporters and the national economy.

This role is ideally based in Ottawa, at EDC’s headquarters. While the SVP could be based in Toronto or Montreal, this scenario would require flexibility from the incumbent to spend a meaningful portion of their time in Ottawa.

What you will be doing:

Public Affairs and Communications

  • Serve as EDC’s senior public voice, shaping the organization’s external positioning across the federal government, central agencies, industry stakeholders, and national policy circles central to EDC’s mandate.
  • Lead and coordinate EDC’s government relationships and policy agenda, ensuring disciplined outreach, aligned positions, and effective advancement of priorities.
  • Provide strategic counsel to the CEO and Executive Team on political, regulatory, economic, and geopolitical developments, ensuring EDC anticipates and responds effectively to shifts affecting exporters and Canada’s competitiveness.
  • Lead EDC’s corporate communications strategy, ensuring clear, proactive, and purpose‑driven communication both internally and externally—especially during major initiatives, transformation efforts, and reputationally sensitive moments.
  • Oversee delivery and visibility of clear and cohesive thought leadership and enterprise narrative development, ensuring coherence and alignment with EDC’s deep expertise, mandate and federal‑partner expectations.
  • Safeguard EDC’s reputation through disciplined governance of communications, timely issues management, and credible, transparent messaging across all channels.

Marketing

  • Steward EDC’s brand and marketing strategy to strengthen trust and clarity in EDC’s role as Canada’s export credit agency, and to reach priority exporter audiences nationally.
  • Lead an integrated marketing function that delivers a consistent external, digital, and customer‑facing narrative aligned with EDC’s corporate strategy and public‑policy mandate.
  • Drive a modern, insight‑driven marketing strategy with targeted multichannel campaigns that deepen engagement with exporters and expand brand penetration across regions and underrepresented markets.
  • Elevate EDC’s digital presence, enhancing social media capabilities, digital storytelling, audience accessibility, and customer engagement across channels.
  • Support thought leadership and industry visibility through compelling content and executive positioning in national conversations around trade, sustainability, innovation, and competitiveness.

Multifunctional Team Leadership

  • Build, integrate, and align high-performing teams across Public Affairs, Communications and Marketing, establishing a unified culture, shared priorities, and coordinated ways of working.
  • Develop organizational capability and leadership depth, setting clear structure, elevating team performance standards, and attracting, developing, and retaining top talent across all functions.
  • Drive cross-enterprise collaboration and cohesion, ensuring teams work seamlessly with each other and with business partners to deliver a unified EDC narrative, strategic clarity, and consistent stakeholder engagement.
  • Model inclusive, purpose-driven leadership, fostering creativity, accountability, and strong execution while guiding teams through change and ensuring collaboration and alignment to EDC’s national mandate and enterprise objectives.

What we are looking for:

  • Bachelor’s degree in a relevant field; MBA or relevant graduate degree preferred for scale and breadth of mandate.
  • 10+ years of senior-level Public Affairs and Communications leadership
  • 10+ years of people leadership experience
  • A proven track record shaping and executing public affairs and communications strategies in complex, regulated, and politically sensitive environments.
  • Experience leading government engagement strategies, advancing policy files, and representing an enterprise as a senior external ambassador. Adept at navigating policy ecosystems, stakeholder networks, and multi‑jurisdictional relationships with diplomacy, credibility, and strategic clarity.
  • Fluency in media engagement, executive communications, and narrative shaping, with the ability to coach leaders and maintain consistent, authoritative public messaging. Experience stewarding corporate reputation, managing issues, and ensuring transparent, purpose‑driven communication in high‑visibility settings.
  • A background in aligning public affairs agendas with corporate strategy, brand positioning, and enterprise‑wide planning. Proven success translating long‑term strategic priorities into cohesive external and internal narratives that reinforce organizational purpose and mandate.
  • Built and led high-performing, diverse teams in lean, matrixed environments; adept at attracting, developing, and retaining senior talent across multiple disciplines.

o Known for rallying and engaging teams around ambitious outcomes while raising execution standards and maturing operating models.

  • B2B and/or financial services experience within a national footprint; understands regulated environments and public mandate expectations.
  • Crown/public sector adjacency is a plus (stakeholder transparency, stewardship of public trust, and reputation considerations).
  • Comfort operating in both national and regional contexts, with an appreciation for Canada’s linguistic, cultural and SME landscape.
  • Experience overseeing or partnering closely with marketing teams—particularly in digital storytelling, integrated campaigns, and brand stewardship within complex organizations.
  • Bilingual in both official languages (English and French).
