Program Manager - Senior (RQ00547) Supply Ontario | Metro Hall, 55 John Street, Toronto, Canada (Hybrid)
Contract: April 6, 2026 – April 5, 2027 (260 business days, 9-12 month extension possible)
About The Role We are looking for a highly skilled Program Manager who can lead complex, interconnected IT projects from initiation to closeout across multiple platforms and delivery models. Our ideal candidate has 10+ years of program leadership experience, PMP certification, and proven expertise in planning, executing, and controlling enterprise-scale transformations with practical knowledge of tools and techniques. They will excel in every phase—from strategy development to stakeholder management, risk mitigation, and benefits realization—translating executive expectations into actionable program deliverables that champion stability, scalability, solutioning, sustainability, and security.
Collaborating with multidisciplinary teams, vendors, and executives, the Program Manager must interpret strategic goals from briefs and discussions to coordinate cross-project dependencies and drive outcomes. The ideal candidate demonstrates deep knowledge of change management, procurement strategies, governance frameworks, and matrix environments. They must lead at a strategic level, integrating risk analysis, budget control, and KPI monitoring to deliver high-impact programs without compromising quality or timelines.
Reporting to program directors/senior management, this role provides critical oversight for Supply Ontario's technology transformation initiatives.
What You'll Do
Lead interconnected IT projects within transformation programs/portfolios using advanced program management practices.
Responsibilities
- Lead, organize, and monitor inter-connected projects to meet program requirements/outcomes.
- Champion Division principles (Stability, Scalability, Solutioning, Sustainability, Security) and City compliance.
- Recommend strategies for communication, procurement, resourcing, implementation aligned with long-term goals.
- Coordinate cross-project activities/dependencies within/outside program.
- Develop/control milestones, budgets, schedules, plans across strategic/complex projects.
- Apply change, risk, and resource management.
- Provide vendor/stakeholder management.
- Lead development of legal/procurement documents (RFx, contracts, MOU, SoW).
- Monitor performance/quality to achieve KPIs/objectives.
- Resolve higher scope issues; liaison between projects and directors/executives.
- Prepare reports for directors/senior management/executives.
- Represent Technology Services in cross-divisional/stakeholder meetings.

Must Haves Experience and Skill Set Requirements
- 5+ years application development projects (initiation to closing).
- 10+ years Program Leadership/Senior Project Management with tools/techniques for complex IT projects.
- PMP certification.
Qualifications
- Lead program strategy from inception to closeout/transition, business planning, benefits, funding requests.
- Articulate I&IT executive expectations into deliverables.
- Direct multidisciplinary teams including multiple PMs/matrix members.
- Monitor cost, risk, schedule, governance, technical performance, program impact.
- Program/portfolio view of inter/external dependencies, exposure reporting.
- Leadership as coach/developer of talent.
- Complex budgets across funding channels/dependencies.
- Analyze environments for risks/issues; prioritize/mitigate for executives.
- Innovation in planning/analysis/execution.
- Stakeholder consultation/facilitation/consensus; multi-stakeholder reporting.
- Strategies to overcome change resistance.
- Seek innovative processes/technologies/products.
- Supervise program updates (media, social media).
- Build positive internal/external relationships.
- Contribute lifecycle improvements from lessons learned.
- Adhere to standards/best practices.
- Schedule/organize meetings; ensure technology use (video conferencing, presentations).
- Extensive large-scale/complex/high-risk public sector experience (City of Toronto preferred).
- Bachelor's/equivalent in Computer Science/Engineering; PMP/PE/ITIL assets.
- Project management tools (Microsoft EPM asset).
- Matrix environments; complex schedules; relationship management; earn trust/mobilize teams.
- All stages of IT projects (data mgmt, infrastructure/app dev).

- Hours: 7.25 hours per day (5 days)
