ABOUT THE ROLE
Reporting to the Manager, Investments and Cash Management, this position supports the Region’s investment operations by analyzing the Region’s short-term cash flows, security/portfolio holdings, liquidity levels and opportunity costs. Ensures compliance with investment policies and regulations, administers short-term borrowing and cash banking responsibilities, verifies investment transactions, and prepares regular investment reports.
WHAT YOU'LL BE DOING
- Verifies accuracy of all investment transactions and reconciles holdings with safekeeping accounts and records; ensures timely and accurate settlement of all investment transactions including transaction ticketing and recording.
- Monitors all investment positions and transactions to ensure compliance with relevant government regulations and Investment Policy directives.
- Assists with the maintenance of the Investment Management System and where applicable, provides support to other municipal licensees.
- Prepares supporting documentation and accounting entries used by the Controller’s Office for monthly and annual financial reporting requirements for all investment activities.
- Determines short-term (under two years) cash flow requirements, including coordinating with other staff to determine timing of major operating and capital disbursements and receipts.
- Analyses the need for short-term borrowing based on cash flow and liquidity analysis, including the timing, term and structure of each borrowing needed.
- Develops and maintains a control register of all short-term borrowings as well as prepares periodic reports summarizing activities of the program.
- Maintain and coordinate relationships with all key banking managers in support of the Region’s liquidity management requirements.
- Develop ongoing deposit strategies, negotiate agreements for returns on deposits and manage the allocation of funds across banks.
- Verifies monthly/periodic charges related to safekeeping, banking and other investment related service costs.
- Reviews cash management and banking procedures and processes on an ongoing basis and makes recommendations to the Manager regarding best practices and new/beneficial developments in the sector.
- Assists in the periodic review and tender of banking services including safekeeping and securities lending. Calculates monthly interest income and management fees associated with the investment portfolios and ensures that net interest income is allocated to the appropriate capital and operating accounts
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree and advanced standing towards the completion of a recognized accounting designation (e.g. CA, CMA, CGA) or approved equivalent combination of education and experience.
- Minimum five (5) years financial or investment experience in a large multi-divisional organization including experience in financial analysis and forecasting as well as exposure to project management.
- Demonstrated experience in the analysis, design and creation of computerized financial models.
- Thorough understanding of accounting principles as they apply to investment management.
- Sound knowledge of financial and economic principles and practices and the workings of capital markets.
- Ability to present recommendations, make presentations to a varied audiences, local municipal staff and members of the public.
- Ability to work in a stress oriented high-pressure environment and ability to make timely and expeditious decisions.
- Ability to demonstrate the Region’s core competencies.
