The Office of the Registrar provides comprehensive academic, enrolment, and student services that support students throughout their educational journey, ensuring timely and informed assistance at every stage. Our team plays a key role in the planning and implementation of the college’s strategic enrolment plan. With accuracy and care, we manage admissions, transfer credit and pathways, student records, course registration, class scheduling, student fees, financial aid and awards, regulatory reporting, and academic calendars. In addition, we oversee transcript requests, enrollment verification, graduation applications, and credential issuance. Position Overview:
We’re seeking a dedicated administrative professional who will play a critical role in leading all activities related to scheduling which includes Academic timetables, space analysis and forecasting. The incumbent will work closely with the management team within the Office of the Registrar, Facilities Management, Academic departments and Information Technology. The Manager, Scheduling and Compliance will focus on in-year student data, making recommendations to continuously enhance the use of analytics and data management functionality using industry standards and emerging technologies. The incumbent requires strong technical and interpersonal skills for not only leading their team but working collaboratively with various internal and external partners. The manager is responsible for remaining current and up to date on policies impacting the college and acting as a subject matter expert.
Ensuring the effective and efficient operations and staffing of the curriculum, fees, academic scheduling and Ministry reporting areas within the Office of the Registrar (RO), supporting the college’s strategic and enrolment plans and customer-service principles and philosophy. This Manager also oversees all Ministry reporting (i.e. OEN reporting; WSIB, Fees etc.), dashboard reporting, and year-over-year analysis of available data. The incumbent is accountable for the planning, delivery and ongoing review and improvement of processes related to these activities, ensuring that services are relevant to the needs of our clients and the College and that they are delivered via the most current technology available to the College.

Key Responsibilities:
- Accountable for the planning, creation, approval, and delivery of academic timetables in a multi term, multi campus environment across all modalities and locations, ensuring alignment with collective agreements, college policies, approved faculty accommodations, and physical space constraints.
- Direct and oversee the work of Scheduling Officers and Scheduling Coordinator to ensure section builds and timetables are delivered within critical deadlines, are free of student and faculty conflicts, and support enrolment, registration, and downstream operational requirements.
- Oversee scheduling for Apprenticeship, SCWI, partnerships, CECT, and other ad hoc activity, ensuring contractual, Ministry and college requirements are met.
- Accountable for the assessment, implementation, and optimization of scheduling technologies in partnership with IT and external vendors, ensuring tools effectively support academic planning and enrolment operations.
- Establish and approve processes for scheduling exceptions arising from policy changes, regulatory requirements such as IRCC, or shifts in delivery mode or enrolment planning, ensuring seamless registration and accurate student records.
- Serve as the primary escalation point for complex scheduling and space issues, working with academic leaders and Facilities Management to resolve conflicts and making decisions that balance student experience, capacity, risk, and operational feasibility
- Accountable for the implementation of approved curriculum each term, ensuring sections, attributes, delivery details, and system configurations are accurate and aligned across platforms to support registration integrity, MCURES funding, and credential requirements.
- Accountable for the development, implementation, and ongoing maintenance of tuition and fee assessment rules, including tuition, ancillary fees, tuition reduction, apprenticeship, special programs, WSIB, and related compliance workflows.
- Oversee the college’s student fee structures and ancillary fee processes, ensuring compliance with college policy and MCURES binding policy directives.
- Assess and manage compliance risk associated with curriculum and fee implementation, identify impacts of policy changes, and determine required exception handling to ensure the accuracy of student records and protect institutional compliance.
- Establish and enforce consistent record management practices to support issue resolution, data integrity, and defensible decision making.
- Ensure curriculum and fee implementation does not jeopardize MCURES funding, credential approval, or the college’s ability to offer new or existing programs.
- Analyze and forecast classroom, lab, and specialized space needs using Excel, Cognos, PowerBI, Banner, and Infosilem data to support academic planning and enrolment targets.
- Produce and oversee term-based space utilization reporting, heat maps, and supply and demand models for all campuses to inform decisions related to campus consolidations, CES needs, and Facilities planning.
- Assess trends, constraints, and impacts of capital projects, renovations, and temporary spaces on scheduling capacity, and recommend solutions that optimize room inventory and protect revenue.
- Share analysis and recommendations with RO leadership, Facilities Management, IT, and academic leaders to support evidence-based decisions.
- Analysis to support enrolment initiatives using audit data will be overseen by the incumbent including building and collaborating with working groups for complex reporting initiatives (IR, IT, etc.)
- Upgrades/implementations of Infosilem scheduling applications including Timetabler, Academic, Campus, Self-Serve portal
- Data mapping, create and execute test plans, UAT oversight
- Upgrades/Implementations – integrations amongst SIS and scheduling systems
- Document business requirements, map processes, and coordinate testing and implementation activities for system upgrades, configuration changes, and new functionality for scheduling projects
- Represent the portfolio on internal project teams and working groups, providing subject matter expertise on scheduling, space, and compliance implications.
- Participates as an active member of both internal college and provincial committees (such as: BOLT, CRALO,)
- Provide leadership and direct supervision to Scheduling Officers and Compliance and Fees staff, including recruitment, onboarding, coaching, performance management, training, and workload planning
- Build a collaborative, high performing team culture that supports cross training, resiliency during peak periods, and consistent service standards.
- Contribute to the development and monitoring of the operating budget for the portfolio, including staffing, systems, and project related costs.
- Act as backup to other RO managers during absences and support college wide events and activities such as convocation and Open House.
Qualifications:
- Successfully completed a three-year diploma / degree, preferably in the area of business administration or education-based programs.
- Seven years combined experience in team lead, project leadership, supervisory and/or management experience in a post-secondary environment working with post-secondary systems including the rules, regulations, procedures and policies and collective bargaining agreements as related to curriculum and fees, MCURES reporting and academic scheduling.
- Experience with, and superior knowledge of, a student information system, preferably Banner.
- Strong skills in analysis, trends, troubleshooting big data sets
- Demonstrated ability to effectively manage both human and financial resources within a multi union environment.
- Excellent communication and conflict resolution skills
- Demonstrated ability to work well within strict timelines while being adaptable, flexible and responsive to a fast paced, changing environment
- Superior computer skills using software such as Microsoft Office, Cognos, Power Q/BI, databases, student information systems, etc.
- A collaborative management style with the ability to supervise and train staff, including organizing, prioritizing and scheduling work assignments
- Strong interpersonal skills with the ability to work effectively with staff, faculty and administration; must be able to establish strong working relationships with all levels of college personnel including students and the campus community.
- Must be able to foster a cooperative work environment.
- Ability to make sound, evidence-based decisions by exercising judgment, diplomacy and discretion within changing and conflicting priorities.
- Ability to improvise, analyze and troubleshoot to resolve a variety of issues/conflicts that may involve students, staff, faculty and external clients.
