The Audit and Financial Investigations Branch is seeking a Senior Forensic Accountant to play a key role in safeguarding the integrity of Ontario’s regulated sectors. In this role, you will work collaboratively with colleagues and report to the Senior Manager, Financial and Special Investigations, as you lead the financial and governance components of due diligence reviews. Your expertise will support fair and transparent assessments of the honesty, integrity, and financial viability of applicants, helping ensure that Ontario’s regulated industries remain accountable, responsible, and trustworthy.
In this role, the successful candidate will:
- Conduct thorough financial reviews of complex financial statements, corporate structures, and operational activities for applicants across gaming, cannabis, and alcohol sectors.
- Identify, assess, and report on issues affecting the financial viability, honesty, or integrity of applicants, and provide recommendations to address concerns.
- Lead the financial and governance components of due diligence reviews in support of licensing and registration decisions.
- Prepare clear, comprehensive financial analysis reports and present findings to support regulatory, administrative, and hearing processes.
- Conduct interviews with senior financial and operational personnel (CFO, President, Board of Directors, auditors) of registrants or applicants to discuss company structure and financial issues.
- Identify, assess, and monitor emerging financial risks, including cryptocurrencies, complex ownership structures, shell companies, and cross-border financial flows.
- Conduct research and analysis on evolving technologies and financial instruments to evaluate their impact on regulatory compliance and financial integrity.
- Use forensic tools and data analysis platforms to detect and assess risks associated with applicants.
- Develop insights and recommendations to inform investigative strategies, policy development, and risk mitigation.
- Advise and provide regular updates to the Senior Manager, Financial and Special Investigations, on the progress of investigations, preliminary findings, issues, and recommendations.
- Keep current with accounting/auditing principles, regulatory developments, and investigative practices to ensure expertise remains relevant and applied to gaming, liquor, and forensic matters.
The ideal candidate will have:
- A professional accounting designation (e.g., Chartered Professional Accountant – CPA) and a forensic accounting designation or certification (e.g., Chartered Accountant, Investigative and Forensic Accounting – CA·IFA; Certified in Financial Forensics – CFF; Certified Fraud Examiner – CFE; or Master of Forensic Accounting – MFAcc).
- Strong knowledge of forensic accounting, auditing, and investigative practices, supported by relevant work experience, a minimum of 2 years or more, conducting or leading due diligence reviews, financial investigations, or providing expert testimony.
- Solid understanding of corporate governance, control environments, and best practices for investigative and forensic accounting engagements in both for-profit and not-for-profit organizations.
- Knowledge of relevant legislation (e.g., Gaming Control Act, Liquor Licence Act, Wine Content Act, related regulations, Registrar’s Standards), as well as the gaming and liquor industries, operators, registrants, and other regulatory bodies and stakeholders in Ontario and other jurisdictions.
- The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
