Senior Project Manager - MVTP Systems Replacement Project
About the role
**Senior Project Manager - MVTP Systems Replacement (12 Month Contract)
Location: New Westminster, BC / Hybrid - part-time
Staffing Placement Opportunity** Services The contractor will be responsible for performing all aspects of project management, including but not limited to the following:

Develop comprehensive Business Cases and supporting artefacts (related documents and appendices).

Prepare all project planning documents utilizing the organization’s established project management methodology and supporting templates.
-
Execute and monitor all aspects of the project plan, including work breakdown structure (WBS), financials, procurements, communications, quality, risks, and decisions.

Upon funding approval, the contractor will:
-
4.1 Direct the activities of internal and external (contracted) resources such as Business Analysts, Data Analysts, Developers, and Quality Assurance Analysts as required.

4.2 Develop and manage, or support and contribute to, project governance structures (including Project Steering and Technical Advisory Committees) to drive consensus and achieve project objectives.

4.3 Prepare and communicate, or contribute to, detailed monthly and ad hoc reports for stakeholders, including status updates and presentations to the Project Steering Committee.

4.4 Manage project scope through established governance processes to ensure alignment on project boundaries and deliverables.

4.5 Oversee schedule management, ensuring adherence to key milestones and timely delivery.

4.6 Identify, assess, and monitor project risks, and develop mitigation strategies as appropriate.

4.7 Provide team leadership, managing a diverse group of technical experts and senior leaders. Strong interpersonal, communication, and business acumen skills are essential.

4.8 Manage project budgets, sub-contractor performance, and supplier contracts.

4.9 Oversee technical activities throughout the project life cycle, including design, development, testing, deployment, and change management.
Deliverables Standard project management deliverables and documentation will be required, including but not limited to:
- Business Cases for assigned projects, including implementation phase work plans, budgets, WBS in MS Project, project schedules, risk analyses, work package sequencing, and high-level business case summaries.
- Project initiation artefacts such as the Project Charter, Feasibility Study Definition Document, and Organizational Change Management documentation.
- A comprehensive, integrated project management plan consistent with PMI standards, including detailed Communication and Risk Management Plans.
- Monthly Project Status Reports and portfolio reporting updates.
- Documentation for Technical and Steering Committee meetings (presentations, review materials, minutes, and supporting documents).
- Cash Flow Forecasts and Budget Updates.
- Deliverables from assigned projects.
- Project Change Requests, as needed.
- Project Closeout Reports.
Knowledge & Experience Mandatory Requirements:
- Experience working within a law enforcement environment in a project management capacity.
- The successful candidate must be eligible to obtain a police security clearance (to be facilitated by the client).
Education
- Bachelor’s or Master’s Degree in Business Administration, Computer Science, or a related field.
Experience
- 8+ years of full-cycle technology project management experience, ideally in SDLC (software development life cycle) projects from concept to implementation.
- Experience implementing cloud communication services is an asset.
- Experience with workflow, content, and document management systems such as Content Server and SharePoint is highly desirable.
- Proven experience managing stakeholders and fostering collaboration across diverse groups.
- Experience or understanding of Organizational Change Management (OCM) in projects.
- Experience managing multiple vendors and complex contracts.
- Project Management Professional (PMP) designation preferred but not mandatory.
- Demonstrated experience managing large budgets, including forecasting and status reporting.
- Strong background in project management methodologies, tools, and best practices.
- Experience presenting and providing recommendations to senior management within large organizations.
- Experience leading technology projects and business process improvement initiatives.
- Proven ability to gather and analyze business and technical requirements.
- Skilled in leading interdisciplinary teams of technical and business professionals.
- Proficiency with Microsoft Office tools, Microsoft Project, and SharePoint.
Competencies
- Excellent interpersonal and communication skills, both written and verbal.
- Strong sense of ownership and urgency to deliver results.
