Salary Note: Effective January 1, 2026 the salary range for this position is $99,382 to $130,796 annually.

Bring your financial accounting and controllership expertise to this rewarding role with the Ministry of the Solicitor General, as a member of the Ontario Provincial Police, within the Business Management Bureau. Here, you will provide valued advice to program areas and management in the application of financial accountability and controllership functions to support fiscal management in the OPP.

Note:
The successful candidate will be expected to work out of 777 Memorial Avenue, Orillia five (5) days a week.
Currently, there is one (1) permanent vacancy. This competition may be used to fill additional future vacancies, as per the OPPA Civilian Collective Agreement (Art 38.02)

As part of the Corporate Services Command, the Business Management Bureau delivers services through the following specialty sections: Procurement, Finance, and Facilities.

The Financial Services Section, through its Controllership Services, ensures clear lines of accountability, stewardship of resources and evaluation of results achieved and OPP adherence to modern controllership practices. We also provide relocation services, which arranges the movement of members of SOLGEN and Ministry of the Attorney General throughout the province.

About the job

As a valued member of our team, you will:

  • Prepare forecasts, monitor appropriation control, and develop strategies to address financial pressures.

  • Manage OPP controllership, chart of accounts, appropriation control, and financial policies and procedures.

  • Support financial accountability structure, policies, procedures, standards, and support mechanisms.

  • Respond to Ministry and corporate controllership requests by producing reports and compiling data.

Note: CPA designation is not required, but would be an asset.

What you bring to the team

Mandatory requirements

  • Ability to pass an OPP background/ security investigation.

Analytical Skills

  • Demonstrate analytical methods and techniques to conduct financial analysis to identify and address a range of controllership and financial issues.
  • Analyze controllership, financial and business processes, develop options, and propose approaches or courses of action.
  • Perform research of financial controls and budget forecasting methods to recommend improvement to existing methods and procedures.
  • Determine objectives and priorities in order to plan, direct and coordinate various projects within established timeframes.

Financial Accounting and Controllership Knowledge

  • Develop forecasts, as well as identify, assess and communicate variances to various stakeholders and management.
  • Application of Financial Administration Act, Generally Accepted Accounting Principles, government and ministry accounting policies, to controllership activities.
  • Interpret and apply relevant sections of OPPA Collective Agreements, and Community Safety and Policing Act, to ensure effective processes and controls for sound financial management.

Interpersonal and Communication Skills

  • Interpersonal skills to provide advice, training and support to OPP management and clients
  • Leadership skills for participation on project teams.
  • Oral communication and persuasion skills to promote controllership and support managers on financial management decisions.
  • Written communication skills to prepare reports, briefing materials, issue notes and other documentation.

Financial Administration and Technical Skills

  • General knowledge of computer applications software including Word, Access, Business Intelligence (BI) Analytics, Forecasting/Fiscal Reporting tools, SharePoint.
  • Proficient knowledge of Excel features such as advanced functions and formulas, pivot tables, and data visualizations.
