Information Management Specialist - Senior (RQ10600) Ministry of Public and Business Service Delivery and Procurement | 400 University Ave- 9th floor, M5G 1S5, Toronto, Ontario (Onsite)
Contract: April 1, 2026 – March 31, 2027 (252 business days, 65-day extension possible)
About The Role We are looking for a highly skilled Senior Information Management Specialist to develop data governance programs for Ontario Public Service client ministries. Our ideal candidate has 5+ years of data management/governance expertise, deep knowledge of DAMA-DMBOK frameworks, and proven ability to draft policy instruments, data standards, and metadata schemas aligned with OPS Enterprise Data Strategy. They will excel in every phase—from requirements analysis to policy development, lifecycle management, and stakeholder training—translating technical/business needs into actionable governance frameworks that treat data as a strategic asset.
Collaborating with data architects, business analysts, developers, and executives, the specialist must consult on data rules, develop classification schemes, and ensure interoperability across enterprise systems. The ideal candidate demonstrates comprehensive understanding of data lifecycle principles, metadata management, controlled vocabularies, and computational governance. They must execute strategically, balancing policy development with practical implementation to enable data-driven decision-making without compromising privacy, security, or compliance.
This role supports Labour and Transportation Cluster ministries in building robust data governance capabilities.
What You'll Do
Implement data standards, policies, and guidelines to support data management and governance programs.
Key Deliverables
- Provide expert knowledge of Information/Data Management best practices aligned with OPS data policies/standards.
- Develop data governance models based on industry best practices and public sector benchmarks.
- Draft policy instruments (policies, standards, guidelines, processes, procedures) for data products.
- Consult stakeholders to identify data rules/requirements for capture, transformation, integration.
- Develop data models, metadata schemas, classification schemes for enterprise interoperability.
- Guide data lifecycle management (privacy, security, retention).
- Participate in working groups to advance enterprise data governance adoption.
Experience And Skill Set Requirements Information/Data Management Knowledge & Experience (30%)
- 5+ years information management focused on data management/governance.
- Assess training needs; develop curricula/communications; deliver IM awareness training.
- Business analysis for data management domains; analyze business/technical requirements.
- Organize/classify data assets (sensitivity, security, criticality, quality, interoperability).
- Develop business cases for IM/DM initiatives.
- Lead/coordinate IM/DM initiatives; provide advice/guidance/support.
- Develop document management protocols/guidelines (business rules, naming, version control).
- Data classification schemes; metadata schema/standards/protocols.
- National/international EIM standards; controlled vocabularies/ontologies/taxonomies/canonical models.
Data Governance Knowledge & Experience (30%)
- Apply DAMA-DMBOK frameworks, data lifecycle, metadata management.
- Establish business processes for data lifecycle management (quality, interoperability, sharing, security).
- Draft computationally governable policy instruments for data products/source management.
- Plan/implement IM/DM strategic goals/priorities.
- Methodologies for discovery/identification/classification of data assets.
Analysis & Problem Solving (25%)
- Support business/information/data architecture for consumption-oriented datasets/tools.
- Develop/track IM/DM performance measures.
- Policy research/analysis for IM/DM program implementation tools.
Communication & Customer Service (15%)
- Write policy instruments for technical/non-technical audiences.
- Presentation skills (slide decks, visuals) for executives/front-line staff.
- Collaborate with analysts, architects, BI specialists, DBAs, PMs, training specialists.
- Relationship management between ministries and OPS I&IT/Enterprise Data Governance.
