The Opportunity

As theDirector of Health Administration, you will play a pivotal leadership role within the Health Services team, reporting directly to the Executive Director of Health Services. You will provide strategic direction and expert guidance on the development, implementation, and evaluation of health, mental health, and addictions policies and programs in correctional settings. In this system‑wide role, your work will directly influence the standards, training, and operational practices that guide staff across seven correctional health, mental health, and addictions units, ensuring consistent, high‑quality service delivery. This is a unique opportunity to shape system-wide improvements, influence client care, and advance innovative health services across provincial correctional facilities.

Key Responsibilities

  • Lead the development and implementation of correctional health policies aligned with ministry and health system priorities.
  • Use data and evidence to inform strategies that improve health outcomes for individuals in custody.
  • Integrate digital health solutions (e.g., EHRs, virtual care, analytics) into correctional services.
  • Co-lead provincial health service contracts, including procurement, negotiation, dispute resolution, and oversight of financial and service deliverables for contracted medical and mental health providers.
  • Build strong relationships with high‑stakes internal and external partners, including health system partners and community and advocacy organizations, to align service delivery and resolve complex operational, clinical, and labour‑related issues.
  • Produce and provide expertise in the development of cabinet and ministerial briefing documents. Directs response to client complaints, as well as referrals and casework related to health, mental health and addictions care of clients.
  • Develop performance metrics and evaluation frameworks to monitor program effectiveness.
  • Promote culturally safe, trauma-informed care tailored to the needs of incarcerated populations.
  • Oversee health workforce development, including onboarding and training.
  • Mentor and manage a high-performing health policy and administration team.

The Ideal Candidate

As our ideal candidate, you will be able to demonstrate the following knowledge and experience requirements:

  • Experience in health policy development within complex systems (e.g., corrections, public health, government).
  • Strong analytical skills and ability to apply evidence to policy and program design.
  • Knowledge of digital health systems and their integration into service delivery.
  • Understanding of public health, health regulations, and correctional health operations.
  • Proven ability to collaborate with diverse stakeholders across sectors.
  • Experience with performance measurement and quality improvement.
  • Expertise in health workforce planning and education strategies.
  • Strong leadership and team development capabilities.
  • Excellent communication skills for diverse audiences.

Typically, theknowledge, skills and experiencerequired to be successful in this position would have been obtained through:

  • Completion of an undergraduate degree in a health care profession with a clinical background. Post-graduate education in health administration or leadership is considered an asset.
  • Progressive leadership experience in correctional, public sector, and/or health systems.
  • Professional licensure in a regulated health profession is preferred.

This position requires occasional travel to correctional facilities across the province.
