Privacy Specialist

We are seeking experienced Privacy Specialist to support a public sector client on complex, data-driven initiatives involving health information, digital solutions, and privacy governance. This role provides strategic and operational privacy advisory services, supporting the development, assessment, and implementation of privacy frameworks, data access strategies, and regulatory compliance activities.

Your strong relationship-building, consultation, and stakeholder management skills will be essential as you collaborate with cross-functional teams, technical experts, and senior leaders to ensure privacy requirements are embedded into program design and delivery while enabling responsible data use in support of public service outcomes.

Key Responsibilities

Reporting to a senior privacy or program leader, you will provide strategic and operational privacy advisory services by:

  • Develop, advise on, and conduct risk assessment and analyses across defined project phases, including current- and future-state considerations.
  • Lead current-state assessments, planning, and stakeholder engagement to support the implementation of data access strategies aligned with public sector objectives.
  • Provide expert advice on privacy policies, standards, and guidelines within a public sector environment
  • Interpret and apply privacy and information management legislation and agreements, including Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA), Personal Health Information Protection Act (PHIPA), and other relevant agreements.
  • Assess existing policies, regulations, privacy frameworks, and data access models to identify gaps, risks, and opportunities for alignment.
  • Conduct privacy risk assessments and develop practical mitigation strategies to support secure and compliant implementation.
  • Develop and maintain integrated project plans and provide regular status updates on deliverables, timelines, risks, and mitigation strategies.
  • Coordinate across cross-functional teams to support privacy initiatives and ensure alignment
  • Prepare high-quality communication materials, including briefing notes, reports, and presentations for project, program, and executive-level audiences.
  • Consult with internal stakeholders and subject matter experts to gather input on privacy considerations.
  • Communicate effectively with technical teams, business stakeholders, and non-privacy experts, translating complex privacy concepts into clear, actionable guidance.
  • Provide ongoing privacy advice and develop supporting documentation and deliverables throughout the lifecycle of assigned initiatives.

Successful candidates will demonstrate the following:

  • Demonstrated experience in privacy advisory or consulting roles, preferably within public sector or health-related environments
  • Strong knowledge of Ontario privacy and information management legislation, including PHIPA and FIPPA
  • Proven experience conducting or leading Privacy Impact Assessments and privacy risk analyses in data-intensive or public sector contexts
  • Solid understanding of health system data, digital health solutions, and public sector information-sharing environments
  • Experience assessing data flows, mapping business processes, and developing current- and future-state data models
  • Ability to develop risk-based privacy solutions that balance legislative compliance with public policy and operational objectives
  • Strong stakeholder engagement, facilitation, and consultation skills
  • Excellent written and verbal communication skills, with the ability to present complex information clearly to diverse audiences
  • Demonstrated organizational and project management skills, with the ability to manage multiple priorities concurrently
