Would you like to take on a stimulating, high-impact challenge? We are looking for a Director, Strategic Procurement. Please note that the candidate may be based in one of our 2 offices: Toronto or Ottawa.

The role

Reporting to the Vice-President, Strategic Procurement, the Director plays a critical leadership role in shaping and executing the organization’s construction procurement strategy. This position leads industry engagement, develops innovative execution and packaging strategies, and strengthens workforce readiness to support large-scale infrastructure delivery.

Highly external-facing, the role serves as a strategic ambassador to the construction market, labor partners, and key stakeholders. The Director ensures alignment between market realities, project sequencing, commercial strategy, and workforce capacity to drive successful, competitive, and sustainable project outcomes.

The responsibilities

Industry Engagement & Market Intelligence

  • Lead strategic engagement with senior construction industry leaders to promote participation and strengthen market competition.
  • Monitor market conditions, contractor capacity, and supply chain dynamics to inform and adjust commercial strategies.
  • Represent the organization in industry forums and executive-level discussions.

Procurement & Execution Strategy

  • Develop and implement procurement and packaging strategies aligned with project sequencing, logistics, schedules, and budgets.
  • Advise on contract structuring and lot segmentation to optimize delivery, risk management, and competitiveness.
  • Provide construction-informed insight on cost estimates and execution planning to ensure market alignment.

Workforce & Labor Strategy

  • Build and maintain effective relationships with unions and workforce partners.
  • Support the development and implementation of Project Labor Agreements.
  • Advance workforce mobility and training initiatives across Ontario to ensure labor readiness.

The requirements

  • Bachelor’s degree in supply chain management, business, engineering, or related field.
  • Minimum of 15 years experience in procurement or supply chain management.
  • 10 years of experience in the construction industry, ideally within large-scale infrastructure or complex capital projects.
  • Strong understanding of construction sequencing, logistics planning, cost estimating, and commercial packaging strategies.
  • Demonstrated experience engaging with senior industry executives and labor representatives.
  • Deep understanding of market dynamics in Ontario construction sectors.
  • Proven ability to operate in highly representational and externally focused roles.
  • Strong strategic thinking skills with the ability to translate market intelligence into actionable procurement strategies.
  • Exceptional relationship-building and influencing capabilities.
  • Highly proactive, credible, and confident communicator at the executive level.
  • French is an asset.
