The Opportunity

This Request for Proposal invites submissions from experienced international development professionals with a demonstrated history of implementing efficient project management systems and overseeing projects around the world. The Consultant supports the strengthening of the Habitat Canada’s international project management system and provides oversight to a selection of projects under Habitat Canada’s program portfolio. Reporting to the Senior Director of Programs and working closely with the Programs team to maintain effective operational and reporting relationships across the Habitat Federations, funders and other stakeholders.

The Consultant may also engage with a range of external stakeholders to promote Habitat’s programs, advance good practices and disseminate learning. The Consultant has exceptional organizational and administrative skills, a passion for project management, and great interpersonal communication skills.

Scope of Services

We are seeking a consultant who can provide strategic, hands-on support to elevate our international project management systems during a time of organizational transformation. The selected consultant will deliver across the following key areas:

  • Review of organizational project management policies and procedures to ensure compliance with CRA requirements.
  • Review and update as required project management tools and guidance such as proposal, reporting and budget templates, etc.
  • Develop a project management manual for the day-to-day operations of the global program portfolio.
  • Monitor the implementation of a designated portfolio of projects, providing timely and quality support.
  • Oversee contractual agreements with funders and implementors ensuring timely submission of accurate and quality narrative and financial reports.
  • Support the documentation and dissemination of program experiences and lessons learned, in keeping with Habitat guidelines and standards.
  • Support with select public engagement activities that may include preparation of briefs and other materials to raise the profile of Habitat’s global work.
  • Maintain a current understanding of Canadian donor priority issues, including Canadian government policies and programs.

Consultant Competencies and Qualifications

Habitat Canada is seeking a consultant who will demonstrate:

  • Professional training in and application of project management in international development or humanitarian settings.
  • Experience developing tools, systems and processes to support organization-wide project management.
  • Experience managing accountability processes, including CRA compliance.
  • Experience in innovative approaches to monitoring, evaluation, accountability and learning of projects.
  • Experience in the documentation and dissemination of project and program learning.
  • Knowledge of Global Affairs Canada Contribution Agreement requirements.

Duration

We anticipate requiring support over a period of 3-4 months, beginning November 10, 2025, with an average weekly commitment of 2 days per week.

While our offices are in Toronto, this is a remote or hybrid role.

  • Relevant Project Experience

Case studies or examples of similar work with organizations implementing international development projects.

  • Fee Structure

A clear breakdown of your proposed fee structure, based on a daily rate. Include any applicable taxes, administrative fees, or other anticipated expenses.

  • Availability

Confirmation of your availability for the proposed duration and estimated hours per week. Any scheduling considerations, constraints, or blackout periods.
