JOB SUMMARY

The Water Treatment Plant Superintendent is responsible for managing and administering the operations,

maintenance and staff of the Water Treatment Facility to ensure safe and compliant water delivery. Key

responsibilities include supervising plant operators, developing treatment plans, managing budget and resources,

ensuring compliance with safe drinking water regulations and the Permit to Operate, troubleshooting equipment

issues, and performing administrative tasks like reporting and training.

The City of Weyburn Water Treatment Plant provides the operation and management for a 5 MLD Surface Water

Conventional Classified Level 4 Water Treatment Plant. This position reports directly to the Director of Engineering

and is an integral component of our Engineering Department providing good quality, safe water to the citizens of

Weyburn.

SUMMARY OF RESPONSIBILITIES

System Optimization

  • Assess overall raw water quality, through testing and controls.

  • Ensure distribution system optimization, overseeing scheduled maintenance and compliance.

Operations

  • Development and monitoring of annual Water Treatment Plant budget.

  • Provide input into the design of new and upgraded water treatment and distribution/collection facilities from

a maintenance point of view.

Maintenance

  • Manage the day-to-day maintenance of the water treatment system.

  • Perform ongoing planning for the long term and short-term future of the system.

  • Direct and supervise the Water Treatment Plant Operators to ensure frequent maintenance and compliance

with the regulatory permit to operate.

Employee Training and Development

  • Engage and hire operators with proper certification and training.

  • Ensure that all on-the-job training is provided for all maintenance staff and skills improvement training is

offered. This would include standard operating procedures, as well as training relating to all pertinent

regulations are delivered in a timely and efficient manner.

Inventory and Data Collection

  • Oversee all chemical management and inventory controls.

  • Ensure mechanical systems inventory is being regularly maintained and reported.

  • Procure supplies and services in accordance with established guidelines and policies.

  • Conduct regular testing of water quality and system efficiency every 4 hours and conduct online testing.

  • Perform weekly analysis of water integrity.

  • Conduct regular data collection and documentation of plant efficiency.

  • Document and provide all data requirements to Water Security Agency.

  • Development of the Annual Water Treatment Plant Operations report as required by the Water Security

Agency.

SUPERVISORY MANAGEMENT

Direct supervisory and budgetary responsibility for an estimated four (4) full time employees.

JOB REQUIREMENTS

EDUCATION

  • Bachelor Degree in Civil Engineering or a three-year Diploma in Civil Engineering Technology

  • Eligibility for registration as a Professional Engineer in the Province of Saskatchewan or registration as an

A.Sc.T. or C.Tech in the Province of Saskatchewan

  • Level 4 Water Treatment Certification

EXPERIENCE

  • Ten (10) years of practical and applied experience in managing a water treatment facility.

KNOWLEDGE, SKILLS, AND ABILITIES

Technical Expertise

  • Extensive knowledge of water treatment processes including chemical dosing, filtration, disinfection, and

sludge management.

  • Proficient in interpreting and applying federal, provincial, and municipal regulations related to water

quality, environmental protection, and occupational health and safety.

  • Skilled in the operation and optimization of SCADA systems and other automated process control

technologies.

  • Understanding of civil, mechanical, and electrical engineering principles as they relate to water treatment

infrastructure and plant operations.

Leadership & Management

  • Demonstrates ability to lead, mentor, and evaluate multidisciplinary teams including operators,

maintenance staff, and technical personnel.

  • Experience in strategic planning, budgeting, and resource allocation for large-scale municipal water

treatment operations.

  • Proven capability in developing and implementing emergency response plans, safety programs, and

operational protocols.

  • Ability to manage change, drive continuous improvement, and foster a culture of accountability and

excellence.

Regulatory & Compliance

  • Deep understanding of Canadian Drinking Water Guidelines and provincial standards (e.g., Saskatchewan

Water Security Agency regulations).

  • Ability to prepare and submit complex regulatory reports, chemical usage summaries, and water quality

data to governing bodies.

  • Skilled in conducting internal audits and ensuring compliance with environmental and safety legislation.

Communication & Stakeholder Engagement

  • Strong written and verbal communication skills for preparing technical reports, presenting to council or

senior leadership, and liaising with regulatory agencies.

  • Ability to engage with the public, contractors, and other stakeholders to promote transparency and build

trust in municipal water services.

  • Skilled in conflict resolution and collaborative problem-solving across departments and external partners.

Analytical & Problem-Solving

  • Proficient in analyzing operational data to identify trends, optimize processes, and troubleshoot system

inefficiencies.

  • Ability to interpret blueprints, schematics, and technical specifications to support plant upgrades and

capital projects.

  • Experience in evaluating chemical and energy usage to improve cost-efficiency and environmental

performance.

WORKING CONDITIONS

  • Operates primarily in the city water treatment facility. Position comes into regular contact with chemicals,

machine noise, and confined spaces. Strict Health and Safety standards must be followed.
