Position Summary

Under the general supervision of the Chief Financial Officer, the Director – Finance is responsible for the daily and monthly operations of the Finance Section. This role is responsible for ensuring financial integrity, driving strategic cost control, and managing the organization’s fiscal health through robust reporting, planning, and risk management.

Major Responsibilities

Strategic Leadership and Planning

  • Participate as a key member of the Finance & Administration management team to develop and implement division-wide strategic initiatives.

  • Liaises with the executive leadership team and departmental managers to identify and deploy corporate cost-control initiatives.

  • Recommend and evaluate opportunities for digital transformation of the finance function by identifying and implementing emerging technologies and SAP enhancements to automate workflows and improve data-driven decision-making.

  • Act as a key resource to the Audit Committee and Board of Directors, supporting the presentation of quarterly financial performance, annual audit outcomes, and capital allocation strategies.

  • Support the development and oversee the implementation and maintenance of cost reduction strategies.

Financial Operations and Reporting

  • Direct the daily activities of the Accounting, Finance, and Administration sections, including procurement, facilities maintenance, and financial analysis.

  • Oversee the preparation of annual financial statements in accordance with Public Sector Accounting Board (PSAB) standards.

  • Support timely delivery of the annual operating and capital budget.

  • Ensure the integrity of all accounting subsystems, policies, and procedures.

  • Lead the capital reporting process and support quarterly forecast updates.

  • Oversee cash flow management, liquidity, and investments.

  • Review assumptions and modelling for business cases as they are submitted.

  • Works closely with fleet manager to ensure appropriate allocation of resources.

Risk Management and Internal Control

  • Develop, implement, and evaluate internal controls to protect organizational assets and ensure data accuracy.

  • Ensure insurance, equipment, and procedures are in place to mitigate civil liabilities related to infrastructure and vehicle assets.

  • Support internal departments with business continuity planning and supply chain risk management.

  • Coordinate with external auditors to ensure timely and transparent year-end audits.

  • Maintains up-to-date knowledge of and compliance with PSAB, relevant legislation, and Tbaytel policies and procedures.

Staff Management and Development

  • Plan for long-term staffing requirements and make recommendations for departmental efficiency.
  • Develop highly effective management teams focused on achieving annual and strategic goals.
  • Manage staff performance effectively to ensure team success.
  • Performs other related duties as assigned.

Minimum Qualifications

  • A professional accounting designation (CPA), supported by a degree in Business Administration or Commerce with an emphasis in financial accounting.
  • Five years of working experience in a leadership and/or management role in a related financial field, with a strong understanding of cost control and organizational behaviour.
  • Proven analytical skills, well developed leadership skills, as well as strong business and financial report writing skills.
  • Strong communication skills including the ability to communicate, both orally and in writing, with the public and all other company stakeholders with the highest standards of business etiquette and integrity.

Preferred Qualifications

  • Experience in a fully competitive market environment.
  • Have prepared financial statements.
  • Proficiency using SAP.
  • Experience as an SAP administrator.

Conditions of Employment

  • Must successfully undergo a satisfactory criminal records check.
  • Required to be available for emergency calls per a rotating schedule with other departments.
  • Must be aware of, and be competent, and comply with the duties of a supervisor as legislated under the latest version of the Federal Occupational Health and Safety Act and Regulations and Part II of the Canada Labour Code.
