About the role

Marketing Statement Metro Vancouver Transit Police ("Transit Police") is the leader in regional public transit policing, operating across 22 communities. It provides policing services to all modes of transit: Bus, SeaBus, SkyTrain, and West Coast Express. In partnership with cross-regional partners, Transit Police prevents crime and provides coordinated police services to transit users throughout the region. It also seeks to have a workforce that is responsive to and reflective of the many diverse communities is serves.

Responsibilities PRIMARY PURPOSE

The Director of Technology will provide senior strategic direction and innovative leadership to the effective and efficient delivery of business technologies within the organization including the delivery of all IT programs, projects, software solutions, data and analytical services, cybersecurity and resiliency practices. Develops strategies, roadmaps and business plans to optimize program and project delivery mitigate risk and ensure alignment to Metro Vancouver Transit Police goals and objectives.

Key Accountabilities

  • Participates as a member of the senior leadership team, supporting the Chief Officer in creating long term vision and strategy for business technology for the Metro Vancouver Transit Police and sharing accountability for divisional achievements. Manages budgets, operational plans, and performance objectives for the specified area of responsibility.
  • Provides strategic leadership for the operations, maintenance and support of overall data centre, network, cloud, end user computing, and application delivery and support services across the Metro Vancouver Transit Police systems to enhance business technology product and service delivery.
  • Provides strategic direction and oversight for the operation, and support of IT systems that fulfill business needs across the enterprise, including infrastructure operations, application services, and IT service support. Ensures the highest level of systems availability, reliability, security, compliance, customer satisfaction and business alignment.
  • Envisions the future state and leads the development of roadmaps, frameworks, operating models and processes for systems development reviewing the strategic plan and digital strategy to enable changes due to evolving business, regulatory, industry, and technology requirements across the organization. Provides technical leadership on the selection and deployment of technical infrastructure and solutions.
  • Provides strategic leadership for a robust data and information management foundation, using data as a strategic asset and a product that supports decisions and innovation across the Metro Vancouver Transit Police organization. Provides leadership to the enterprise to collect, process and provide reliable, authoritative, accessible and interoperable data and insights to support decision making at all levels and by all stakeholders. Provides strategic leadership to stakeholders to ensure investments in data and analytics services and solutions align with overall Metro Vancouver Transit Police goals and objectives.
  • Provides strategic leadership in the identification, development, implementation and maintenance of technologies, processes, procedures, standards, and protocols across the Metro Vancouver Transit Police to protect the privacy, confidentiality, integrity and availability of systems and data and to reduce security risks and increase resiliency. Manages the design and implementation of preventative and detective security standards, procedures, and programs and leads and sets cyber security policy for technology across the organization.
  • Develops an information security vision, strategy, framework, and roadmap that is aligned to organizational priorities and enables and facilitates the organization’s business objectives ensuring senior stakeholder buy-in and mandate. Manages security incidents and events to protect corporate assets, consumer and stakeholder information, and the company’s reputation.
  • Promotes collaboration across teams and business units that have primary involvement in projects. Manages effective partnership relationships with cross functional teams that span departments and business units. Promotes and works to mature project/program management processes, and discipline.
  • Ensures that adequate project governance is in place and supports Project Committee members in the fulfillment of their governance responsibilities. Provides timely information and progress reports on critical facets of the program and project performance at key intervals to the Metro Vancouver Transit Police Executive. Informs and advises the Executive on critical issues as they emerge and recommends course of action on high profile decisions.
  • Fosters innovation and champions an agile culture. Stays abreast on new techniques, technologies and platforms, providing strategic leadership on what emerging technologies should be adopted, integrated, and introduced to ensure IT capabilities respond to the evolving needs of the enterprise's business strategy. Matures the team towards up-to-date practices and techniques.
  • Manages relationships with BTS Directors across the enterprise to ensure integrated and aligned solutions that address business objectives and requirements. Develops collaborative relationships with vendor leaders and IT professional organizations to discuss best practice and identify product availability and emerging applications solutions.
  • Participates on external committees across industry and government, representing Metro Vancouver Transit Police interests at a senior level and fostering relationships and mutually beneficial collaborations and partnerships.
  • Manages, develops and coaches reporting managers, and oversees all people management for exempt and bargaining unit staff in reporting areas.

Qualifications Education and Experience:

  • The competencies for the position would be acquired through completion Bachelor's or master’s degree in computer science, Information Technology, or a related field with combined 10 years of experience in technology leadership roles. Must be eligible to obtain and maintain the required security clearances for law enforcement IT work.

  • Strong strategic thinking and problem-solving skills.
  • Excellent written communication and interpersonal abilities to effectively collaborate with stakeholders and team members.
  • Experience in managing and developing a high-performing technology team.
  • Ability to align technology initiatives with business goals and objectives.
  • Eligible to work in Canada and able to obtain the necessary security clearances.

Other Information Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule 37.5 hours per week.

Work Designation Hybrid. This position offers the flexibility of working both on-site and from home.

Rate of Pay The salary for this position ranges from $117,600 to $176,400 per annum . Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
