The Right of Way (ROW) Permit Analyst will provide approvals for a wide variety of permits, detours, road closure routing information and guidance to contractors, the transport and trucking industry, school boards, Calgary Health Region, non-profits, the general public and other City of Calgary Business Units. In this position, you will be responsible for creating and approving these permits as well as coordinating, mediating, and collaborating with internal and external parties in order to ensure all work is done safely, effectively, and according to bylaws. Primary responsibilities include:

  • Coordinate, mediate and collaborate with utilities and police to escort over dimensional truck loads safely and efficiently through the city.
  • Plan route by selecting route, field inspection and co-existing with a wide variety of interested parties.
  • Provide detailed and constant coordination with all parties.
  • Prepare and create memos for specific permit types regarding policy changes.
  • Carefully review locations and ensure Street Use Permits are set with parameters and conditions that permit holders must abide by.
  • Ensure Banner over Roadway Permits are carefully reviewed, and the messaging on banners displayed to the public aligns with The City standards as well as all relevant policies and Bylaws.
  • Ensure the information on Mobile Community Signs align with the Bylaws set forth in the temporary signs' Bylaws as well as other relevant City Bylaws.
  • Manage the political sensitivity around mobile signs, election signs, and other community driven initiatives that involve specific interpretation of the Bylaw.

Qualifications

  • A completed 2-year technical diploma in Engineering with at least 2 years of traffic experience.
  • A valid Class 5 Driver's License (or provincial equivalent) with no more than 6 demerits, no current suspensions or charges pending is required.
  • Basic level of proficiency in Microsoft office (word, excel, outlook) is required.
  • Success in this role requires:
    • Ability to understand, interpret and communicate relevant bylaws, policies, or applicable legislation.
    • Excellent communication and interpersonal skills.
    • Exceptional customer service skills.
    • Demonstrated experience in establishing, developing, and maintaining long-term, supportive relationships.
    • Ability to work cohesively in a team environment.
  • Must be able to work well and exercise good judgment and diplomacy under pressure; capable of dealing with multiple interested parties, responsibilities, and projects.

Pre-employment Requirements

  • A security clearance will be conducted.
  • Successful applicants must provide proof of qualifications.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Pre-employment Drug Test: An offer of employment for this position will be conditional on an applicant passing a pre-employment drug test. This test assesses for use of drugs including cannabis. Failure to pass a pre-employment drug test may prevent an applicant from being hired into any safety sensitive position for a period of up to twelve months.

Compensation: Pay Grade 8 $37.77 - 50.50 per hour

Days of Work: This position typically works a 5 day work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
