Reporting to the Construction Manager, the Manager, Project Controls will lead and oversee project control functions across institutional and ICI building projects, including healthcare, correctional facilities, and education projects. This role is responsible for ensuring effective cost, schedule, risk, and change management processes are implemented and maintained throughout the full project lifecycle, from preconstruction through project close-out.
The successful candidate will bring strong analytical capability, a collaborative leadership style, and a focus on continuous improvement, working closely with project teams, consultants, and subcontractors to support the successful delivery of complex public-sector building projects.
This position is based out of Mississauga, ON.
What You Will Be Working On
- Lead the development, implementation, and ongoing management of project controls processes for cost, schedule, risk, forecasting, and change management across institutional and ICI building projects.
- Support preconstruction and early project phases, including budget development, schedule planning, procurement sequencing, and risk analysis to establish cost and schedule certainty.
- Develop, maintain, and analyze project schedules, budgets, cost reports, and forecasts, ensuring alignment with Project Execution Plans, contractual requirements, and client expectations.
- Support project teams in managing cost control, change management, and subcontractor performance, including the review and validation of change orders, claims support, and project financials.
- Prepare and deliver monthly and quarterly project reporting for senior leadership, clients, and governance stakeholders, highlighting project status, cost and schedule trends, key risks, and mitigation strategies.
- Oversee the preparation and submission of financial accruals, forecasts, and project budgets in collaboration with Finance to support accurate cost tracking and reporting.
- Work closely with Project Managers, consultants, and cross-functional teams to identify schedule impacts, cost variances, and project risks, and support the development of mitigation and recovery plans.
- Support the development and maintenance of Project Execution Plans, providing subject-matter expertise in project scheduling, resource planning, and risk management.
- Ensure the consistent application, integrity, and governance of project control systems, tools, and reporting standards across multiple Buildings projects; provide guidance and training to internal teams as required.
- Provide functional leadership, mentorship, and guidance to project controls staff and project teams, supporting capability development and consistent best practices.
- Facilitate lessons learned and continuous improvement initiatives to enhance project controls performance across the Buildings business group.
- Identify and manage project risks related to phasing, occupancy constraints, and operational environments common to institutional facilities such as hospitals, schools, and correctional institutions.
- Support strategies to improve subcontractor performance and change management outcomes, while minimizing claims exposure and maintaining strong working relationships.
- Ensure compliance with Bird corporate standards, client requirements, and Health, Safety, and Environment (HSE) policies, demonstrating leadership in fostering a strong safety culture.
- Foster effective communication and collaboration between project teams, consultants, subcontractors, and senior leadership to support successful project delivery.
What We Are Looking For
- Bachelor’s degree in Engineering, Construction Management, or a related discipline.
- 8+ years of experience in project controls within the construction industry, preferably supporting institutional, healthcare, correctional, or education projects.
- Professional certifications such as PMP (Project Management Professional) and/or CCP (Certified Cost Professional) are considered an asset.
- Strong proficiency with project controls systems and scheduling/cost management software.
- Demonstrated experience developing and managing project schedules, budgets, forecasts, and cost reports for complex building projects.
- Proven ability to support multiple concurrent projects while maintaining data integrity and reporting consistency.
- Strong communication and collaboration skills, with the ability to work effectively with project teams, consultants, and clients.
- Highly analytical with strong attention to detail, sound judgment, and the ability to prioritize competing demands.

What You Will Be Working On
