The City of Fernie invites applications from experienced, collaborative leaders in Corporate Services to serve as the next Director of Corporate Services.

####POSITION SUMMARY

Reporting to the Chief Administrative Officer, the Director of Corporate Services provides strategic and operational leadership for the City's Corporate Services department, advancing organizational standards and delivering a portfolio of shared services that support and strengthen every area of the organization.

The Director provides leadership to exempt staff in Human Resources, Health and Safety, and an Administrative Coordinator. As the department matures the Director will lead the development of shared internal services that support business units across the City in providing excellence is public service.

The Director is a key architect of how the City operates internally. They develop and steward the policies, systems, processes, and people practices that allow other departments to focus on their service areas with confidence. As a senior member of the City's leadership team, the Director collaborates across departments, sponsors cross-organizational improvement initiatives, and translates Council's strategic direction into organizational action.

The Director brings a people-focused leadership philosophy, a systems mindset, and a genuine commitment to continuous improvement — building an internal services culture that is responsive, reliable, and oriented toward the success of the whole organization.

####DUTIES AND RESPONSIBILITIES

The Director of Corporate Services will:

  • Establish and lead the overall administrative practices and standards for the municipality, ensuring efficient and effective operations.
  • Provide oversight and strategic direction for Human Resources, supporting the development and implementation of HR and LR policies, programs, and practices that reflect City values, legal obligations, and organizational needs.
  • Provide leadership and oversight to Health and Safety, ensuring the City's occupational health and safety framework is current, compliant with WorkSafeBC requirements, and embedded in the organization's culture and operations.
  • Lead and develop the Corporate Services team, fostering a collaborative, high-performing work environment that models the City's values and supports employee growth and accountability.
  • Champion cross-departmental improvement initiatives, working with Directors and Managers to identify systemic gaps, improve internal service delivery, and advance operational excellence across the organization.
  • Develop and maintain the City's corporate policy and bylaw framework, overseeing regular review and updating to ensure alignment with legislation, Council priorities, and operational needs.
  • Manage departmental budgets and contribute to corporate budget planning, ensuring responsible stewardship of resources within the Corporate Services portfolio.
  • Lead the identification, design, and implementation of shared service functions that reduce duplication, improve consistency, and free operational departments to focus on frontline service delivery.
  • Represent the City in dealings with legal counsel, external agencies, and intergovernmental partners on matters within the Corporate Services portfolio.
  • Develop, negotiate, and oversee legal agreements with partners related to the provision of services to the organization and to the community.
  • Engage meaningfully with Council, staff, the public, and community partners, maintaining relationships that support effective governance and trust in municipal administration.
  • Cultivate a workplace culture that prioritizes health, safety, and employee wellness, upholding the City's commitment to an inclusive, respectful, and high-performing organization.

####REQUIRED QUALIFICATIONS

  • A degree in Business Administration, Public Administration, Human Resources, or a closely related field; a Chartered Professional in Human Resources (CPHR) designation, graduate certificate in Business Administration, or Master of Business Administration (MBA) is an asset.
  • A minimum of five to eight years of progressively responsible experience in local government, public sector administration, or a shared services environment, including demonstrated leadership and supervisory responsibilities.
  • Solid understanding of and experience with the development and administration of policies and procedures.
  • Demonstrated experience with or knowledge of employment standards, human resources, labour relations, and occupational health and safety programs and Provincial regulatory requirements.
  • Sound knowledge of applicable BC legislation.
  • Proven ability to lead organizational or process improvement initiatives.
  • Strong political acumen and judgment, with the ability to navigate sensitive matters, maintain confidentiality, and provide sound advice to Council and senior leadership.
  • Exceptional communication skills — written, verbal, and facilitative.
  • A collaborative, people-first leadership style, with demonstrated ability to mentor staff, build trust across teams, and foster a culture of accountability and continuous improvement.
  • Detail orientation and strong organizational skills, with the ability to translate strategic objectives into clear operational plans, policies, and processes.
  • Experience with corporate records management, bylaw administration, and Council or board processes is an asset.

####WORK CONDITIONS

  • Works in a busy, cross-functional office environment with regular interaction with Council, senior leadership, staff, and external stakeholders.
  • Evening Council meetings and occasional overtime are required.
  • Requires sound judgment, discretion, and political acumen when managing sensitive matters involving confidential personnel, legal, or governance information.
  • Operates standard office technology and manages competing priorities in a dynamic, team-oriented setting.

The City of Fernie offers a competitive salary and benefits package. The Director of Corporate Services is a full-time (35 hours/week), permanent, Exempt position. Salary bands for this exempt role are considered at a Manager 3 level, ranging from $126,200–$144,800 per year, depending on education, certifications and experience, supplemented with competitive benefits and pension, and will receive the higher benefits between the CUPE Local 2093 and IAFF Local 2827.
