##Overview
Reporting to the Project Procurement Director, the Project Procurement Manager, SMR serves as a strategic advisor to the Units 2–4 SMR project, providing expert guidance on procurement planning, supply chain strategy, and commercial readiness. This position focuses on shaping procurement approaches, advising project leadership, and ensuring that procurement decisions for subsequent units leverage lessons learned, market intelligence, and program‑level optimization opportunities.
Operating at the intersection of engineering, construction, commercial strategy, and supplier engagement, the Project Procurement Manager provides forward‑looking insight into procurement risks, opportunities, and execution pathways. The role advises on contracting models, purchasing strategies, supply chain capacity, and sequencing to support predictable delivery across multiple unit builds.
In addition, the Project Procurement Manager provides leadership to the project's procurement personnel—Buyers and Order Administrators—working in a hybrid environment. While not solely focused on transactional procurement, the role ensures that procurement deliverables are aligned with project budgets, schedules, and governance structures, and that team members execute their responsibilities effectively and consistently.
This strategic position ensures that procurement for Units 2–4 is proactive, integrated, and fully aligned with broader program objectives, including standardization, repeatability, supply chain readiness, and cost/schedule optimization across the multi‑unit deployment.
##Your role
The Project Procurement Manager plays a strategic leadership role within the SMR project, responsible for shaping procurement strategy, strengthening supplier capability, and ensuring successful commercial delivery in alignment with multi‑unit program objectives.
Strategic Procurement & Collaboration:
- Collaborates with the project leadership team to develop and maintain the overall project procurement strategy and subcontractor management plan, ensuring alignment with cost, schedule, and technical requirements.
- Works closely with Engineering to identify, qualify, and establish new suppliers for emerging scopes of work, supporting the expansion of supply chain capability for the SMR program.
Sourcing, Tendering & Contracting:
- Leads all procurement tendering activities in accordance with the project's Quality Management Program and applicable regulatory and governance requirements.
-Manages the complete Request for Proposal (RFP) process, including:
- Developing sourcing strategies and preparing bidders lists to support supplier qualification.
- Ensuring all bidders comply with quality, technical, commercial, and export requirements.
- Coordinating evaluations with Engineering and Quality Assurance to finalize comprehensive proposal assessments.
- Leading negotiations to secure optimal commercial and contractual outcomes.
- Preparing award recommendations and securing approvals in line with established levels of authority.
- Prepares, issues, and administers equipment supply contracts, purchase orders, and associated commercial documentation.
Supplier & Stakeholder Engagement:
- Serves as a primary interface between suppliers and senior project leadership (Project Directors and Project Managers), ensuring clarity of procurement requirements, priorities, and expectations.
- Leads development of negotiation strategies and ensures strategic procurement of goods and services to achieve cost savings, performance standards, and required lead times.
-Compliance, Logistics & Export Controls:
- Manages all required export permits, freight forwarding arrangements, logistics contracts, Non‑Disclosure Agreements, and customer‑required commercial terms and conditions.
- Ensures strict adherence to the Quality Management Program, as well as the organization's Code of Conduct, Business Ethics, and Compliance requirements.
Project Integration & Reporting:
- Supports integrated project activities including schedule development, planning, cost estimating, and forecasting.
- Ensures procurement KPIs, metrics, and data reporting are accurate, complete, and maintained in real time to support project controls, governance, and executive oversight.
Supervisory Responsibilities (If Applicable):
- Leads the procurement team of buyers and order administrators.
##About you
- University Degree or relevant experience.
- Post secondary education preferred, supplemented by a minimum of ten years of progressive experience in procurement or supply chain, with strong knowledge of purchasing principles, practices, and commercial governance.
- CSCMP or CIPS certification, or active enrollment in CSCMP/CIPS professional programs, is considered an asset.
- Minimum 12 - 15 years' experience Leading a procurement team.
- Experience in developing and executing strategic sourcing strategies, leading supplier negotiations, and managing complex commercial agreements.
- Familiarity with Quality Management System (QMS) standards, supply chain quality processes, and governance requirements applicable to nuclear or highly regulated industries.
- Demonstrated knowledge of Contract Law, competitive bidding processes, and best practices related to public and private sector procurement.
- Strong technical aptitude, with excellent written and verbal communication skills, analytical capability, and the ability to interpret and work with technical drawings and specifications.
- Proven ability to work independently in a fast paced, multi disciplinary environment, managing multiple priorities while maintaining high accuracy and attention to detail.
- Demonstrated ability to build and maintain effective relationships with internal stakeholders, while proactively identifying issues and driving timely resolution.
- Demonstrated leadership experience, including project leadership, coaching, and coordination of procurement activities or teams.
- Strong work ethic, with advanced organizational and time management skills, and a collaborative, team oriented approach.
- Self starter with the ability to operate with minimal supervision, exercising sound judgment and initiative.
