THE OPPORTUNITY
The Health and Safety Advisor is responsible for the development, implementation and coordination of the health and safety programs and initiatives at the City. Works with management, staff, contractors, and suppliers to ensure compliance with the Occupational Health and Safety (OHS) legislation, Act and Codes through exchange of information, training and education, promotion of programs and initiatives. This position reports to the Manager of Occupational Health and Safety and Wellness.
This is a full-time, permanent position. The salary range is: $86,486.40 - $102,083.80.
RESPONSIBILITIES
- Health & Safety Management Plan and Systems
-
Work with management to ensure city's obligations and responsibilities under the relevant Occupational Health & Safety (OHS) legislation are met.
-
Work with key collaborators to develop and deliver the OHS plan.
-
Implement, embed, and maintain the necessary health and safety systems and processes to ensure legal compliance, support the delivery of the health and safety plan and promote a positive OHS culture.
-
Take ownership of OHS document control, improvements, feedback, and updates.
-
Demonstrate a continuous improvement approach by instigating and actively participating in review and changes to the OHS plan.
-
Implement, lead and maintain regular Certificate Of Recognition (COR) Audit practices and procedures.
-
Respond to current OHS issues and develop necessary interventions and solutions.
-
Produce regular and appropriate reports on OHS, including identifying emerging trends and areas of improvement and actively participate as resource to the Occupational Health and Safety Committee(s).
- Health and Safety Culture

Promote, champion and drive continuous improvement in OHS, to create and develop a proactive health and safety culture.

Provide leadership and support in OHS across the organization.
-
Implement and embed OHS behavioral observations process and review it regularly.

Work with management and staff to promote understanding of City's OHS requirements.

Work with management and staff to ensure compliance with City's OHS policies and procedures.
-
Coordinate annual safety retreat event.
-
Ability to effectively engage a variety of collaborators from diverse backgrounds.
- Health and Safety Administration
-
Work with City's supervisors to facilitate the compliance of contractors with the City's OHS management process, including pre-qualification, review of contract safety plans, review of contractors Health & Safety Communications, monitoring, and reporting data.
-
May provide health and safety guidance and assistance to contractors.
-
Monitor actions and follow-up as required with management to ensure appropriate resolutions and timely close out of outstanding issues.
-
Prepare health and safety updates for the Occupational Health and Safety Committee(s).
-
Provide input into the preparation of the annual review of the Health and Safety Plan.
-
Track safety incidents, investigate and ensure that corrective actions are identified.
-
Provide assistance to management on how to complete their investigation.
-
Conduct serious incident investigations to ensure appropriate reporting.
-
Communicate to all staff any change in OHS regulations and requirements.
-
Develop City's OHS policies, procedures and processes that enable a positive safety culture.
-
Carry out safe work practices by observing and giving feedback and recognition to, peers and other staff on safe and unsafe behaviors.
-
Take all practical steps to always work safely and ensure other staff members are also working safely.
-
Accurately report and record all OHS incidents, near misses, unsafe conditions, or hazards.
- Hazard Identification & Assessment, Investigation

Ensure that hazard identification/site safety compliance records are maintained.
-
Encourage reporting of Health and Safety Incidents to ensure they are recorded and reported.
-
Coordinate and facilitate Hazard Assessments and facilitate the development of safety plans for all City work activities.
-
Undertake any necessary investigation and reporting of incidents/ events.
-
Identify potential opportunities to improve the hazard controls, investigation policies and procedures, and implement approved changes.
-
Develop relevant data collection and analysis system.
- Training and Education
-
Undertake OHS orientation for new staff members.
-
Train staff on respirator use and coordinate fit testing and hearing test.
-
Develop and maintain general health and safety training records.
-
Monitor ongoing OHS training requirements and coordinate/deliver necessary training.
- Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
- Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employee are expected to stay current on WHMIS and other safety-related procedures.
- Back up for the Manager Health, Safety and Wellness
- Perform other job-related duties.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:

Post secondary education Degree in Human Resources, Health & Safety, Sciences or equivalent.
-
Minimum two (2) years experience in OHS field, preferably in a local government setting.
-
A combination of education and experience may be considered.
-
Familiarity and experience in the Certificate of Recognition (COR) Program.
-
Solid knowledge of OHS legislative requirements and application.
-
Solid understanding of health and safety management system theory and design.
-
Ability to work cooperatively and productively with others to achieve agreed upon goals and set up inclusive and collaborative programs/initiatives.
-
Ability to weigh multiple perspectives to maximize results and recommend the most appropriate solution.

Intermediate experience with Microsoft Office - Word, Excel, and PowerPoint.

Effective written and verbal communication skills.

Canadian Registered Safety Professional (CRSP) designation, or the ability to obtain this designation.
