The Data & Information Analyst is responsible for coordinating and supporting data assessment, collection, analysis, monitoring and reporting framework activities within the Emergency Health Services Division, Department of Health and Wellness. This position is also responsible for gathering and documenting requirements, validating and disseminating results and using information to inform recommendations and procedure/process development in alignment with organizational strategies. This position reports to the Director, Emergency Health Services.
Duties will include but are not limited to:
- Work collaboratively with program teams, managers, staff and healthcare partners to identify, extract and analyze data from primary and secondary sources.
- Identify and collaborate with data/area owners to collect data using both qualitative and quantitative approaches, from primary and secondary sources.
- Support the design, collection and use of data and information considering health data standards in both private and public settings.
- Summarize significant volumes of data to determine appropriate results.
- Provide and apply quality assurance best practices for data mining/analysis services across the organization.
- Contribute to the development of recommendations in consultation with subject matter experts, area owners, and the Data Coordinator and Analyst.
- Support department evaluation, monitoring and reporting activities in conjunction with program/area/data owners.
- Facilitate the development of indicators, measurements and monitoring mechanisms by assessing current state, interpreting stakeholder needs and identifying available resources.
- Contribute expertise to the development, implementation and management of performance measurement and reporting processes and tools.
- Develop and maintain knowledge of data and information sets used by the department in support of programs and initiatives.
- Collate results, reports and summaries to communicate performance measurement, current state findings and opportunities to improve efficiency and effectiveness.
- Draft communications to summarize insights gleaned from discovery work and develop messaging to convey findings and proposed direction.
- Participate in small/medium projects.
- Research best practices in data information, evaluation, monitoring, and reporting in health care settings.
- Other duties as required.
Minimum Qualifications:
- University degree in Information Management, Business Administration, Business Information Technology, or a related field
- Demonstrated equivalencies will be considered.
- Considerable experience in a data mining/analysis environment.
- Considerable experience in information management and sharing.
- Sound knowledge of evaluation, monitoring and reporting methods/practices.
- Sound understanding of how to elicit and interpret user requirements.
- A strong aptitude for analysis and interpretation of data.
- Excellent interpersonal, verbal and written communication skills.
- Experience prioritizing and managing multiple tasks simultaneously.
- Experience working in a team environment.
- Proficiency and experience in report writing and presentation development.
- The incumbent must be self-lead and able to work independently with a strong desire to learn.
Other Qualifications:
- Specialized courses in mathematics for statistical analysis and research methods for data collection and evaluation would be considered an asset.
- Experience working with databases in a healthcare setting considered an asset.
- Experience with process improvement tools/frameworks considered an asset.
