Are you a senior leader within the IT industry that would like to use their experience to positively impact the local community? Under the general direction of the Vice President, Information Technology Services (ITS), the Director, Enterprise Solutions & Data is responsible for the overall strategic planning, delivery and sustainment of all software systems, solutions and applications utilized throughout Toronto Community Housing (TCH) including TCH’s Housing Management Solution (HoMES).

This role is part of the ITS leadership team. You will have the opportunity to positively impact the overall delivery of information technology services and support TCH's goal of better serving our tenants.

What you’ll do

EnterpriseSolutions

  • Lead three teams within the Information Technology Services Division; Software Support; Software Development and Integrations and Data and Analytics (Business Intelligence).
  • Lead the team to work collaboratively with internal business units to determine and implement new solutions meeting emerging business needs.
  • Ensure that the respective business, systems, applications, software as a service (SaaS) and mobile apps perspectives are in line with the organization’s technology and governance strategies, policies and standards.
  • Establish clear lineage between the organizations systems, applications and technology strategy to business outcomes that are aligned with the corporate strategy.
  • Maintain an application portfolio catalog with appropriate lifecycle status.
  • Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement.
  • Manage relationships with major vendors and service providers to ensure they cost- effectively meet the needs of the organization and are aligned with established metrics.
  • Ensure new software integrations into company systems meet functional requirements, security and risk compliance, and interface specifications.
  • Leverage industry specific software solutions and emerging software technologies and platforms to inform a range of business improvement *(transformation)*activities, particularly those involved in the transition, replacement and improvement of ITS support systems.
  • Maintain inventory of company software and systems assets and their corresponding contracts/agreements.
  • Maintain transitional legacy systems while implementing new enterprise solutions, applications and apps.

Data***&*** Analytics

  • Enable innovation and transition to a data driven business decision culture consistent with TCH requirements and expectations.
  • Ensure that all TCH data is maintained and governed in alignment with standard best practice such as DMBOK or DCAM.
  • Oversee the development of policy and procedure that support the target state data culture.

Strategy

  • Establish and maintain strong, strategic partnerships with TCH business operating units.
  • Participate in ITS strategic planning, project planning and budget planning efforts.
  • Analyze technology trends and develop solutions and applications strategy and delivery processes designed for agility and cost effectiveness.
  • Develop RFPs/RFIs, oversee product evaluations, coordinate product and service selections, and ensure that pricing, terms, and conditions for supplier contracts meet TCH procurement, City of Toronto (IT Shared Services) and ITS standards while achieving optimal results for the TCH.
  • Negotiate contracts with software and service providers, as needed.
  • Coordinate ITS projects/resources with the IT project management office (PMO) to ensure all project deliverables, budgets, and timelines are met.

ExecutiveSupport

Provide well-considered counsel to the VP of ITS, and other business operating unit leaders on:

  • Emerging and industry specific solutions, software and ITS services and technologies having characteristics likely to provide benefit to the efficiency or improved customer service of TCH operations.
  • Opportunities to apply new technologies or other solutions to challenges facing our business operating units, facilities, agency partners and/or tenant services.
  • Changes or opportunities / risks, business process and business model impacts related to the organizational adoption of new software solutions.

What you’ll need

  • Post-secondary degree/diploma or combination of training and experience in information technology.
  • ITIL Certification is preferred.
  • 10+ years of progressive leadership experience managing/directing enterprise application teams.
  • Proven experience leading the deployment of enterprise solutions such as ERPs, CRMs.
  • In-depth experience in participating in enterprise systems implementations which should include configuration, customization and integration with other corporate systems and with backend financial, human resources, procurement, and legal systems.
  • In depth knowledge of one or more enterprise-wide-system solutions (such as Yardi and Oracle).
  • Proven applied experience in rationalizing and transitioning structured, unstructured and data into strategic a data blueprint to support new corporate systems.
  • Experience managing a systems and applications environment comprised of cloud- based solutions, client/server applications and open source software.
  • In-depth experience with data platform technology including Oracle, Microsoft SQL Server or other databases in various operating system environments such as UNIX, LINUX, Solaris and Microsoft Windows.
  • Experience leading an organizational data strategy build around specific metrics and KPI’s showing the value of data as an asset to the business.
  • Experience delivering data to a systems and applications environment comprised of cloud-based solutions, client/server applications and open source software.
  • In-depth experience in building and managing teams of developers using technologies such as SharePoint, MySQL, Visual Basic5, .NET, PHP, C#/C++, Microsoft.NET, HTML5.
  • Experience with Microsoft/Office on premise and /or Microsoft/Office 365.
  • Experience using software development platforms.
  • Knowledge of community housing, real estate or REIT industry desirable but not essential.
  • Experience working in a unionized environment is preferred.
