The expertise of our delivery-focused team spans mining, pulp and paper, oil & gas, and municipal projects, covering everything from conceptual design and feasibility studies to FEED, detailed engineering, commissioning, and start-up.

We have recently been called in to work as an Independent Canadian Engineering and Regulatory Compliance Consultant providing DFS Localization, Canadian Code Compliance Verification, and Bankable Feasibility Study Review services for an international EPC contractor under contract with a mining project developer in Ontario.

Currently, as part of this DFS opportunity, we are seeking skilled and adaptive senior engineers to become a part of IFEL as we continue to grow and expand, for reviewing the EPC Contractor / Licensor deliverables as follows: Chemical/process engineer with hydrometallurgical experience to lead the process department and ensure the plant is engineered correctly Hydrometallurgical / Metallurgical Engineer to ensure the chemistry and recoveries are technically sound Process Simulation Engineer for modeling or review of a model done by EPC Contractor The condidates must be individual with confidence and adequate proven Canadian industrial and chemical processing experience who can identify where Canadian codes, standards, operating practices, utilities, or environmental requirements require modifications or additional justification.

ABOUT PROJECT

Industry: Mining Project Location: Ontario, Canada Service: Canadian DFS Localization and Regulatory Compliance Consultant Stage: Bankable or Definitive Feasibility Study (DFS) Final Product: (35,000 t/a), equivalent to 20,000 TPA of final product Project Status: Preliminary scoping study completed by the owner Schedule: submission deadline: end of 2026 General Scope of IFEL: Review all discipline-specific DFS documents submitted by EPC Contractor to verify full compliance with Canadian regulatory requirements Review the CAPEX and OPEX calculation models submitted by EPC Contractor to ensure they meet the bank financing standards for Canadian projects. The Role of IFEL: IFEL is called in to act as an independent Canadian technical reviewer and regulatory advisor retained by the EPC contractor to "Canadianize" and validate the DFS for financing and regulatory acceptability. IFEL Team Review Practice and Responsibilities might include portion or all of, but shall not be limited to the following: Review EPC contractor deliverables to ensure alignment with Canadian engineering practices, legislation, codes, provincial and environmental regulations, labour and safety requirements, Indigenous consultation commitments (where applicable), lender expectations, estimating practices, procurement assumptions, and construction standards.

Estimate Classification: AACE Class 2

Estimate Accuracy Range: Bankable Feasibility Study Estimate Accuracy Range: −15% to +15% Required Estimate Accuracy Range: Cost estimate shall be compliant with AACE Class 2 (AACE RP 47R-11 / RP 17R-97), with a target accuracy band of −15% ~ +15% against the actual implemented capital expenditure

ABOUT YOU

You are a senior engineer with PEO active registration Have 10+ years of relevant experience for providing support to lead a process group, review the applicable technical and financial documents and deliver a fully bankable DFS report for this project. Ensure the report fully complies with international bank standards (Financial advisors will be also consulted) Ensure the report fully complies with local Canadian laws, regulations and industry codes Demonstrated ability to contribute in multidisciplinary project teams while delivering high-quality engineering solutions Strong knowledge of applicable engineering codes, standards, and industry best practices Assist with the subsequent detailed engineering phase of the project You will be an Independent Contractor committed to being with IFEL for 4 to 12 months You will be able to work full time whenever needed
