JOB SUMMARY: UNDER THE JOINT SUPERVISION OF THE DIRECTOR OF I.T. SERVICES AND COORDINATOR OF CYBERSECURITY AND INFRASTRUCTURE, THE SPECIALIZED COMPUTER ANALYST (INNOVATION & CYBERSECURITY) COORDINATES AND MANAGES PROJECTS, ACTS AS AN EXPERT IN THE AREAS OF DIGITAL TRANSFORMATION, INFORMATION SECURITY, AND ASSURES THE INTEGRITY, CONFIDENTIALITY, AVAILABILITY, DEVELOPMENT, IMPLEMENTATION, AND SUPPORT OF ALL COMPUTER-BASED ADMINISTRATIVE AND PEDAGOGICAL APPLICATIONS THROUGHOUT THE COLLEGE. THIS ROLE DRIVES INNOVATION IN DIGITAL TRANSFORMATION AND ENSURES ROBUST CYBERSECURITY ACROSS ALL ITS INITIATIVES.
DUTIES AND RESPONSIBILITIES:

Lead and support digital transformation initiatives, including cloud-first strategies and adoption of new technologies to improve operational efficiency and user experience.

Collaborate with stakeholders to identify and implement innovative digital solutions that address process bottlenecks.
-
Support the augmentation of data-informed decision-making through the implementation of innovative digital solutions.
-
Ensure computer-based systems are optimized and augmented to support the College’s major educational and administrative applications.
-
Ensure systems are sustainable, properly implemented, and functioning on the College’s infrastructure, respecting development deadlines agreed upon with the user community.
-
Ensure reliability of systems, initiating timely corrective action when problems are identified.
-
Gather and communicate information and procedures for the use of applications and digital solutions.
-
Coordinate and provide training and support to the community, where applicable.
-
Create and format reports required for administrative and academic departments.
-
Ensure business systems interact appropriately with educational systems.
-
Support other College applications, as assigned.

Supervise any technical support staff assigned on a temporary or permanent basis. Support administration, roll-out, monitoring, optimization, security, and updating of complex

Develop, implement, and operate an IT security management framework (access management, risk management, incident management) with relevant ITS coordinators and ITS director.

Establish measures of security, backup, and emergency recovery for ITS infrastructures and control their application.

Enforce the College’s IT Security Policy and participate in ITS security audits and College system tests.
-
Interact with external entities and government stakeholders to ensure compliance with prevailing standards.
-
Evaluate and document human, financial, and material resources required for digital transformation and cybersecurity initiatives; provide recommendations and collaborate with management for effective allocation.
-
Carry out strategic or special projects assigned by the Director of ITS.
-
Develop, document, and update project work plans; ensure quality control and follow-up during execution in collaboration with stakeholders.
-
May be involved in annual reporting of project health, IT 3-year plan, IT annual plan, etc.
-
Serve as a member and/or resource to pertinent internal committees and participate as needed on other committees.
QUALIFICATIONS:
Education
An undergraduate degree in an appropriate field of specialization for the position, particularly computer science or computer engineering; as well as a specialization certification delivered by a recognized and competent authority in the field of informational resources.
Specific Requirements:

Minimum of 2 years of work-related experience in cybersecurity, an asset
-
Familiarity with Quebec post-secondary education and experience in the CEGEP system is an asset.
-
Exposure and understanding of relational database concepts, SQL, data analytics, and data lake architecture, an asset.
-
Experience in records management for compliance and information governance.
-
Proficiency in contemporary programming and scripting languages (Python, PowerShell, etc.).
-
Excellent organization skills, ability to coordinate simultaneous projects, and meet deadlines.
-
Strong communication and interpersonal skills.
-
Ability to Translate processes into user stories/use cases with clear acceptance criteria and non-functional requirements.
-
Experience with ERP systems and advanced data analytics is an asset.
-
Intermediate French (oral, written, comprehension); and advanced English (oral, written, comprehension).
