The Revenue Division of the Ministry of Finance administers and enforces consumption and other taxes that generate over $5 billion annually in revenue to the Government of Saskatchewan. Taxes include Provincial Sales Tax (PST), Tobacco Tax, Vapour Products Tax, Fuel Tax, Liquor Consumption Tax, Corporation Capital Tax, and others.

The Opportunity:

The Ministry of Finance, Revenue Division is seeking a highly analytical and detail-oriented professional to join our Operational and Strategic Policy unit as an Interpretations and Research Officer.

As part of a team dedicated to ensuring Saskatchewan’s tax programs are clear, consistent, and fairly administered, you will provide written interpretations, guidance, and policy research that support both internal and external clients.

As an Interpretations & Research Officer, you will:

  • Research and interpret provincial tax legislation, regulations, and policy to provide accurate and timely written responses to taxpayers, businesses, and internal stakeholders.
  • Prepare and maintain tax bulletins, forms, web content, and other interpretative materials to support program understanding and accessibility.
  • Conduct comparative tax and policy analysis to support program reviews, legislative amendments, and modernization initiatives.
  • Collaborate with other work units, branches, and ministries to understand and resolve complex tax administration and interpretation issues.
  • Review phone calls, emails, refund applications, appeals, and other complex client files to ensure legislative consistency and administrative fairness.
  • Support red tape reduction and continuous improvement initiatives within the Revenue Division.
  • Provide verbal and written interpretations and guidance of provincial tax legislation and policies to taxpayers and internal stakeholders.

An ideal candidate for this role requires:

  • Strong analytical and research skills with the ability to interpret and apply complex legislation and policy.
  • Excellent written communication skills, with the ability to translate technical information into clear, plain language.
  • Sound judgement and attention to detail when assessing facts and applying legislation.
  • The ability to collaborate effectively with colleagues across work units to understand and resolve tax administration issues.
  • Proficiency in independently organizing and managing multiple priorities in a deadline-driven environment.

Typically, the knowledge and experience required to achieve the above are obtained through completion of a post-secondary education in public administration. Experience interpreting legislation, conducting research, or preparing written guidance in a government or regulatory setting would be considered an asset.
