As a member of Xpera’s leadership team, the Safety Manager will lead, develop, execute, and maintain Xpera’s national safety strategy across Canada. This role has two primary mandates:
Western Canada:
Maintain and advance COR (Certificate of Recognition) certification in all applicable provinces, including program oversight, auditing readiness, corrective actions, and liaising with provincial safety associations.
Eastern Canada:
Build safety programs from the ground up, establishing policies, procedures, training standards, and compliance systems to support business operations in all applicable provinces.
The ideal candidate is proactive, solutions-oriented safety leader capable of operating independently, collaborating with, and influencing stakeholders, and driving a strong culture of safety across a geographically distributed workforce.
What You Will Do:
Western Canada – COR Program Leadership

Manage and maintain COR certification across all participating Western provinces.
-
Lead internal COR audits, gap analyses, corrective action plans, and continuous improvement initiatives.
-
Liaise with provincial COR bodies (i.e., Energy Safety Canada, WorkSafeBC, ISHA, SCSA) regarding updates, audit requirements, and compliance expectations.

Ensure regional operations adhere to provincial OHS legislation and COR-aligned safety management systems.
-
Deliver COR training and coaching to leaders, supervisors, and field employees.
-
Oversee documentation, evidence collection, and audit readiness.
Eastern Canada – Safety Program Development & Implementation
-
Establish safety management systems in Eastern provinces tailored to operational needs and regulatory requirements.
-
Create policies, procedures, safe work practices, and standard operating guidelines.
-
Conduct risk assessments, hazard identification, and job safety analyses to build foundational safety frameworks.
-
Implement incident reporting, investigation processes, training programs, and inspection regimes.
-
Partner with regional leaders to embed safety culture and ensure provincial compliance.
-
Prepare the eastern provinces for future COR or similar accreditation programs.
Nationally:
-
Serve as Xpera’s subject matter expert for occupational health and safety in all provinces.
-
Conduct national safety audits, inspections, trend analyses, and performance reporting.
-
Lead incident investigations of serious events and support regional leaders with root cause analysis.

Develop and deliver safety training (in-person and virtual)
-
Collaborate with Human Resources, operations, and other functions to align safety initiatives.
-
Monitor legislative changes nationally and advise leadership on compliance impacts.
-
Support contractor management, client safety requirements, RFQ/RFP safety sections, and due diligence reviews.
-
Represent Xpera with regulators, auditors, and external partners as required.
What You Will Bring:
-
Post-secondary diploma or degree, or graduate certificate in Occupational Health & Safety or comparable occupational/industrial health & safety program
-
Holder of a class 5 or G class driver’s license
-
Canadian Registered Safety Professional (CRSP) designation or working towards
-
Intermediate to senior level experience in health and safety
-
Experience in security or investigations industry an asset
-
Relevant experience in private and/or public sector
-
Industry related designations/member of associations an asset
-
An analytical thinker with advanced critical thinking skills and the ability to approach a problem from a different perspective and explore all angles
-
Complete discretion and comfortable handling confidential and sensitive information
-
Excellent written, oral, and presentation skills; ability to write detailed, comprehensive reports
-
Demonstrated organizational skills with the ability to prioritize and manage conflicting issues in an effective manner
-
High proficiency with standard computer programs and use of online data resources (i.e., Word, Excel, Outlook, PowerPoint, MS Project Management, Visio, etc.)

Ability to travel locally and nationally as needed

Fluency in French is an asset
