About the role
The Project Manager is the primary responsible manager for the cost, schedule and performance of the CMS 330 product for the ship modernization or new ship construction. Depending on the ship program the project under the CMS-M contract may include Combat System Integration (CSI) responsibilities. Minimally the project will include CMS 330 product development including its training, trainers, Test bed and ILS products including cost, schedule and performance. They are the primary customer interface of the ship project scope of work with their assigned customer contract and entrusted to manage all aspects of that relationship. They have excellent communication and people skills to keep all stakeholders appraised on status and other issues. The execution work of the CMS 330 product development will be performed by an LM led matrixed multi-company development team that supports all the German programs to ensure a common product that supports the German fleet. Internally, the PM will need to work with CMS-M IPT leads as well as any dedicated resources assigned to the ship project, such as the ship project. Senior Systems Engineer, to ensure their product meets the cost and schedule performance for the ship program. The escalation path between ship project and CMS-M general priorities is directly to the CMS-M PM as supported by the CMS-M Senior Systems Engineer.
- Assume responsibility as Project Manager for the assigned CMS 330 product development
- Overall responsible for cost, performance, and schedule of assigned control accounts.
- Coordinate with a multi-disciplinary staff supporting development of CMS 330 for the German fleet including ship product development
- Coordinate with LMs CSI Program Manager, should the CSI role be a separate contract with a shipyard (not through CCC) to ensure a seamless customer experience for the BAAINBw as well and that there is no gaps between the CSI contract and the CMS-M Ship Project task contract
- Primary interface to the customer, senior management, and other stakeholders for their allocated sections
- Control program within specified program processes
- Support new business acquisition with the accountability to execute the programs as bid
- Oversee the execution of the existing program within the program constraints
- Conduct personnel management and employee development functions including: performance management, career coaching, talent development, and labour charging oversight.
- Other assigned duties from CMS-M Program Manager during the capture and start up phase to ensure position is fully utilized.
What you bring to the role
- Hold Secret clearance or ability to obtain
- The candidate will have an appropriate degree from an accredited university (e.g. Engineering, Business, Science, etc.), or equivalent experience/combined education, along with professional experience and specialized training commensurate with the assignment in the Naval combat Systems domain including Combat system integration in the Naval Domain
- Formal PM training is required
- LM Project Management Skills Assessment Level 2
- Must have excellent organization skills and an analytical ability to develop and deliver concise presentations
- 4 years of experience in complex program management
- Previous experience as a DPM on similar project
- A strong operating knowledge of EVM
- Must be able to establish and maintain relationships
- Results oriented with an ability to deliver
- Ability to lead a team
- Demonstrated Full Spectrum Leadership behaviors; possess positive attitude; creates and sustain inclusive work environment
- Ability to influence change at all levels of the organization.
- Outstanding communication skills
- Experience on both design and build and framework contracts
- Ability and willingness to travel domestic and international
Additional skills desired for the role
- Previous PM on a New Ship or modernization program
- Proven management experience on Naval Design and Build Projects
- Proven management experience on Naval framework contracts such as CSI ISS or ORTT &MPR ISS contracts
- CMS 330 product familiarity
- Experience on Canadian defence projects
- Experience leading a CMS 330 CSI technical multi-disciplinary team
- Experience on Canadian Surface Combatant program and the AEGIS-CMS 330 hybrid solution
- Extensive work experience within a major, international defence contractor
- Functional management experience
- Domain experience in Naval combat Systems and Systems Integration
- German language skills an asset
- An understanding of the Canadian procurement system
Language Requirements in Quebec
Knowledge of the English language is required for this role as the position described in this posting requires the candidate to communicate every day with a virtual team outside Quebec as well as communicate with different members of the organization, clients and suppliers located outside of Canada. For engineering positions, the candidate must also be able to read or modify technical documents from our main clients and write technical documents for these same clients.
