**Primary Purpose:**The university seeks a detail-oriented and customer-focused Human Resources Administration Specialist to provide high-quality support in HR and payroll operations. This position is responsible for auditing, entering, and maintaining accurate human resource records for employees, students, and service providers. The specialist serves as a key point of contact for HR-related inquiries and ensures that all transactions are processed in compliance with employment agreements, financial protocols, university policies, and applicable legislation.

**Nature of Work:**Reporting to the Manager, HR Administration & Payroll Operations, the HR Administration Specialist works in a fast-paced, service-oriented environment, supporting HR and payroll operations at USask. The role requires independent task management, sound judgment, and attention to detail in maintaining accurate HR and financial data within university systems, in compliance with policies and legislation.

The Specialist collaborates with diverse stakeholders to resolve inquiries, execute processes, contribute to the USask Knowledge Base, and provide specialized and self-service support. Success in this role depends on effective workflow planning, timely and accurate execution, and strong relationship management. The successful candidate will manage high volumes and competing priorities with precision and discretion, ensuring accuracy in a dynamic and deadline-driven environment.

Typical Duties or Accountabilities:

  • Administers and supports human resource and payroll functions with proficiency, handling complex issues and varied tasks that require sound judgment and attention to detail
  • Exercises independent decision-making to determine appropriate processes for achieving objectives, applying a high level of scrutiny and discretion
  • Proactively initiates discussions to resolve conflicts or issues and plays a key role in coaching and mentoring junior staff. Contributes suggestions for improving workflows and the work environment
  • Ensures the accuracy and compliance of data entered in the University’s Human Resource Information System (HRIS), including the evaluation of employment and non-employment transactions
  • Assesses eligibility and ensures correct setup of pension and benefit deductions in alignment with multiple university employment agreements
  • Provides technical guidance and expertise on HR administration and salary and benefit financial inquiries to campus partners and other stakeholders
  • Audits, accesses, and inputs data using various HR and financial systems, software applications, and support tools (e.g., knowledge base, case management systems)
  • Responsible for auditing, distributing, and collecting required HR documentation to support payroll actions, including compliance with collective agreements and immigration requirements
  • Collaborates actively with internal and external stakeholders (e.g., Central Offices, Centres of Excellence, Strategic Business Advisors, Administrative Networks, Colleges/Units, and ConnectionPoint teams) to ensure efficient resolution and routing of payroll and HR-related inquiries
  • Mitigates institutional risk by staying current with and adhering to university policies, collective agreements, and relevant legislation affecting payroll and service payments
  • Enhances customer service and operational efficiency by providing feedback on technology and processes to improve HR administrative services
  • Issues new funds, change existing funds and transfer funds (through JV’s) for professional development funds/APEF/DSAE and other institutional awards
  • Reviews and processes salary and benefit-related financial journal vouchers to align with funding requests from colleges and units
  • Adopts new methods and practices to maintain high levels of efficiency and service quality
  • Supports peer-to-peer training initiatives under the guidance of the Team Lead and/or Manager
  • Performs other related duties as required

**Education:**Completion of a relevant post-secondary program with basic accounting skills are required.

Experience:

  • 3-5years of human resource experience administering salary and benefit plans within a unionized and customer orientated workplace is required
  • Experience working in a diverse and inclusive environment with high volumes and tight timelines is essential
  • Experience with payroll and administrative systems and software applications (e.g., Microsoft Office, SharePoint Online) is required; familiarity with University of Saskatchewan-specific systems (e.g., Banner Finance, PeopleSoft, Concur, Jira Service Desk, TeamDynamix, Confluence) is an asset
  • Hands-on experience with HR and finance enterprise systems, service relationship management tools, knowledge base systems, accounting practices, statutory payroll deductions, and payroll processes

Skills:

  • Ability to influence outcomes and provide guidance on operational decisions unique to USask needs
  • Possess a comprehensive working knowledge of payroll systems and processes, with demonstrated ability to use this knowledge to support, plan, adapt, and independently implement them into payroll operations including processes, knowledge resources and systems
  • Proven problem-solving abilities with confidence to make decisions; excellent communication skills, both written and verbal; and effective relationship-building capabilities, including providing professional, timely, and courteous service under stressful conditions with a tactful, firm, and professional approach
  • Strong relationship-building skills to foster collaboration and trust with internal and external stakeholders and partners
  • Proven experience delivering high-quality customer service and operational excellence
  • Able to work independently and collaboratively as part of a team, demonstrating initiative and effective communication to achieve goals and support team success
  • Strong understanding and knowledge regarding payroll administrative processes and best practices, with experience working in a diverse and inclusive environment
  • Demonstrated experience working in case management systems will be considered an asset
  • Demonstrated accuracy in data entry and the ability to maintain attention to detail

**Status:**Term 14 months with the possibility of extension or becoming permanent

**Full Time Equivalent (FTE):**1.00

**Salary:**The salary range, based on 1.0 FTE, is $28.72 - 37.60 per hour. The starting salary will be commensurate with education and experience.
