About the Role SQM Project Delivery Inc. is seeking an experienced Project Manager to lead the full delivery of municipal infrastructure projects — from design engineering through procurement, construction, and commissioning. This role carries end-to-end accountability for schedule, budget, quality, and stakeholder relationships across a portfolio of municipal capital projects. A significant portion of this portfolio is undertaken in partnership with First Nations communities across Northern Ontario. Candidates with direct experience working with First Nations communities will be considered to have a significant asset for this role.
Responsibilities Lead and manage municipal infrastructure projects across the full project lifecycle: design engineering, procurement, construction, and commissioning. Develop and maintain project schedules, budgets, and resource plans to ensure on-time, on-budget delivery. Coordinate with design engineers, contractors, regulatory agencies, and municipal stakeholders at every project phase. Manage the procurement process, including tender preparation, bid evaluation, and contract award for design and construction services. Oversee construction administration, including contractor performance, site inspections, quality control, change management, and issue resolution. Lead commissioning activities, ensuring systems are tested, verified, and handed over in accordance with design intent and regulatory requirements. Build and maintain strong, respectful working relationships with First Nations communities, councils, and leadership in the communities where projects are undertaken. Ensure all project work complies with applicable codes, standards, environmental regulations, and permitting requirements. Prepare and present project status reports, risk assessments, and budget updates to internal leadership and client/community stakeholders. Travel regularly to project sites in Northern Ontario, including First Nations communities, to oversee field activities and maintain on-the-ground relationships. Qualifications Professional Designation: Professional Engineer (P.Eng) in good standing — required Experience: Significant experience managing municipal capital projects from design engineering through procurement, construction, and commissioning (typically 10+ years) First Nations Experience: Experience working directly with First Nations communities — considered a significant asset Technical Knowledge: Strong knowledge of municipal infrastructure standards, procurement/tendering processes, and construction contract administration Stakeholder Management: Excellent communication skills with the ability to build trust across municipal, community, and government stakeholders Travel: Willingness and ability to travel extensively to Northern Ontario, including remote First Nations communities accessible by air or winter/ice road Licensure: Valid driver’s license required Certifications: PMP certification considered an asset
Work Arrangement & Travel This role follows a phased work arrangement, with significant field travel as an ongoing requirement: Term: Onboarding Period (Months 1–3) Hybrid work arrangement Ongoing Arrangement: Full-time, in-office following the initial 3-month period Travel: Significant travel to Northern Ontario required to visit First Nations communities where projects are undertaken; frequency varies with project schedule Travel Notice: This position requires significant travel to Northern Ontario to visit First Nations communities where projects are undertaken. Travel may include remote locations accessible by air or seasonal winter/ice roads.
