Position Summary
Reporting to the Senior Manager, Total Compensation, the Payroll Analyst is responsible for the accurate and timely administration of full-cycle payroll processing using Workday. The incumbent ensures compliance with all applicable legislation, governing bodies, collective agreements, and College policies, including Canada Revenue Agency (CRA), CAAT Pension Plan, and Sun Life Benefits. As a key member of the Payroll team, the incumbent applies comprehensive knowledge of payroll legislation, statutory deductions, and collective agreements to ensure accurate compensation for all employee groups, including full-time and part-time support, academic, and administrative staff.
The role processes semi-monthly and bi-weekly payrolls, audits and reconciles payroll data, prepares records and remittances, and maintains strict confidentiality when handling sensitive employee information. The incumbent responds to payroll-related inquiries professionally and collaborates with internal stakeholders to mitigate compliance and privacy risks. The position also provides operational support to the Payroll Operations Lead through reporting and data consolidation.
Duties and Responsibilities
Payroll Processing & Administration
- Process, audit, balance, and reconcile semi-monthly and bi-weekly payrolls for unionized and non-unionized employees.
- Calculate and process regular and special payments including overtime, premiums, allowances, lump sums, retroactive pay, leaves, severance, and pay adjustments.
- Review, verify, and ensure accuracy of statutory and payroll deductions (CPP, EI, pension, benefits, union dues, garnishments).
- Prepare and submit remittances and reports (CRA, EHT, WSIB, ROEs, garnishments, union payments) within required deadlines.
- Calculate statutory holiday pay and process on-demand or missed payrolls.
- Action overpayments and underpayments, including coordinating repayment plans and resolving root causes.
- Maintain up-to-date knowledge of payroll legislation and initiate system or configuration changes as required.
- Respond to payroll inquiries from employees, managers, auditors, and external agencies with professionalism, tact, and confidentiality.
- Meet with employees to explain payroll impacts related to leaves of absence and benefit changes.
- Liaise with Human Resources, schools, departments, and managers to resolve payroll discrepancies and ensure compliance with processes.
- Generate payroll reports and provide operational support to the Payroll Operations Lead.
Verification, Audit & Compliance
- Review and analyze payroll documentation, employee status, rates of pay, and accounting information for accuracy and compliance.
- Audit payroll data, contracts, and system entries to ensure correctness prior to final payroll processing.
- Conduct preliminary payroll calculations and review output to identify and correct discrepancies.
- Partner with the Payroll Operations Lead on system updates, testing, corrections, and Workday configuration changes.
Policies & Continuous Improvement

Support the development, review, and improvement of payroll processes to ensure consistency, efficiency, and quality.

Perform other related duties as assigned.
Qualifications
- Completion of a two (2) year diploma in Accounting related field.
- Payroll Compliance Practitioner (PCP) Certificate is required
- Minimum of five (5) years of payroll experience in a large organization (>500 employees)
- Experience with an integrated HRIS system, preferably Workday
- Experience in a payroll environment including union environment and the ability to work under pressure with multiple deadlines.
- Experience organizing, prioritizing and scheduling a high volume of tasks and information, typically under strict time constraints.
- Experience working in a self-directed and collaborative environment with minimal supervision.
- Experienced interacting professionally and constructively with internal staff.
- Excellent organizational, communication and time management skills
- Ability to analyze, audit and interpret payroll data
- Understanding and commitment to union principles and ability to deal with sensitive and confidential information.
