About the role
Under the direction of the Chief Financial Officer, the Senior Manager, Continuous Improvement (CI) is responsible for enhancing organization wide financial efficiency and effectiveness by implementing process improvements and fostering a culture of continuous improvement.
Working closely with senior leadership and cross-functional teams, the Manager identifies opportunities for improvement, leads high-impact projects, and ensures sustainable results. Beyond process optimization, this role is about empowering people, coaching teams, fostering innovation, and aligning improvement efforts with the City’s long-term vision.
As the Senior Manager of Continuous Improvement, you will:
- Identify, prioritize and execute Continuous Improvement initiatives that align with The City’s budget objectives, ensuring long-term operational excellence.
- Advance organizational continuous improvement strategies by fostering a culture of curiosity and continuous learning.
- Lead a team of direct reports by fostering collaboration, empowering individuals, and cultivating a culture of shared ownership in continuous improvement initiatives.
- Develop and implement change management strategies to facilitate the adoption of new processes and technologies.
- Track and evaluate the effectiveness of improvement initiatives using key metrics and communicate results through regular reports to drive data-informed decision-making.
Your education and qualifications include:

Bachelor’s degree in a related field such as Accounting, IT, Engineering; related professional designation is highly preferred.

Master’s degree in business, leadership, or other related field is preferred.

Lean Six Sigma Black Belt certification from a recognized institution, with experience leading projects as a certified Black Belt.

10 years of related experience in process improvement, operations, or project management in progressively more responsible positions.

4 years’ experience in a leadership or management role including training, coaching/mentoring/developing, and leading direct reports, with a focus on empowering individuals to take initiative and grow professionally; experience leading in a unionized environment is preferred.

Experience in process analysis and optimization, with a demonstrated ability to identify inefficiencies and streamline operations.

Experience in strategic planning and execution, with a track record of driving initiatives that support long-term business objectives.

Experience measuring and reporting on operational performance through the strategic use of KPIs and performance metrics leveraging data-driven insights to inform decision-making, drive continuous improvement, and adapt strategies to optimize impact and outcomes.

Experience applying continuous improvement methodologies such as Lean, Six Sigma, and Kaizen within operational environments to enhance efficiency, reduce waste, and support sustainable performance improvements, preferably in a unionized environment.

Excellent project management skills, including the ability to prioritize, delegate, and monitor progress toward key performance indicators.

Strong problem-solving skills, with the ability to translate complex operational challenges into actionable solutions.

Skilled in documenting workflows and creating process maps, using tools like Visio or Lucid chart to visualize improvements.

Proficient with data analytics tools and techniques (e.g., Excel, SQL, Power BI, Tableau), as well as effective reporting frameworks, to analyze complex systems and identify opportunities for efficiency, scalability, and innovation across departments to support evidence-based decision-making.

Excellent interpersonal skills to engage with various levels of cross functional stakeholders, build trust, foster collaboration, and ensure alignment and buy-in for strategic initiatives.

Excellent verbal communication skills, capable of presenting findings and recommendations to both technical and non-technical audiences.

Strong written communication skills, ensuring clarity and influence when presenting data-driven insights.

Attention to detail and organizational skills, critical for maintaining accuracy and consistency in reporting processes.

Ability to navigate ambiguity and change, with a proactive mindset toward problem-solving and process optimization.
