Scarborough Subway Extension (SSE - SRS) The 50/50 joint venture between Aecon Infrastructure Management Inc. and FCC Canada Ltd. will bring the TTC’s Line 2 subway service nearly eight kilometres farther into Scarborough, replacing Line 3 (the Scarborough RT). It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The construction is split into two contracts: Advanced Tunnelling (AT) and Stations, Rail, and Systems (SRS). Scarborough Transit Connect (STC) is the partner for the development phase.

Project Opportunity As part of the Scarborough Transit Connect project, FCC is looking for a Construction Quality Manager to join our team.

Main Responsibilities

  • Support and participate in the development, implementation, and maintenance of the project’s Quality Management System (QMS), Quality Manual (QM), Quality Management Plan (QMP), Construction Quality Management Plan (CQMP), QA/QC Plans, Inspection and Testing Plans (ITPs), process maps, internal quality procedures, and non-conformance/corrective action processes.
  • Ensure all plans, manuals, systems, processes, and procedures are aligned with project specifications, codes, and client requirements and that they are documented, communicated, and understood across the project teams.
  • Schedule and lead regular audits and site inspections to identify gaps and corrective actions, verify compliance with approved drawings, standards, and specifications, and document findings while ensuring corrective measures are implemented promptly.
  • Record, track, and manage non-conformance reports (NCRs) and implement corrective and preventive measures to avoid recurrence of quality issues.
  • Oversee and coordinate all material and workmanship testing and sampling with approved laboratories and third-party inspectors, verify results and obtain certification for compliance before work proceeds, manage non-conforming items and corrective actions, and maintain accurate records and quality documentation for client handover.
  • Provide training on QA/QC procedures and standards, support teams in resolving quality issues, and ensure continuous improvement.
  • Maintain a thorough understanding of the QMS, work instructions, procedures, and construction methods and techniques relevant to the works being performed.
  • Ensure all construction activities comply with approved drawings, specifications, ITPs, and industry standards and verify that subcontractors and crews follow established QC procedures.
  • Keep detailed records of inspections, test results, and approvals and prepare reports for clients and regulatory bodies to demonstrate compliance.
  • Ensure ITPs are fully enforced in the field and that all work complies with project drawings, specifications, procedures, and work instructions.
  • Work closely with Construction Supervisors, Schedulers, and Planners to implement the project quality system and ensure alignment with the scope and schedule.
  • Coordinate field quality activities with Quality Coordinators ensuring inspections, testing, and documentation are completed as required and provide guidance in resolving construction quality issues on schedule.
  • Produce quality work that meets requirements of plans, specifications, and industry standards, and ensure that quality control objectives are aligned with construction procedures to achieve product reliability and minimize cost.
  • Confer with supervisory personnel, owners, contractors, and design professionals to resolve issues with work procedures, complaints, testing issues, and construction problems.
  • Generate quality reports and metrics and ensure quality documentation, test reports, checklists, and records adhere to contract specifications.
  • Issue notices of non-conformance and stop-work orders when required, documenting incidents, contractual requirements, and recommended corrective actions.
  • Review worker logs, as-builts, quality checklists, test reports, and specification sheets to ensure accuracy and compliance.
  • Analyze field operations and quality data to identify performance trends, improvement opportunities, and cost reduction measures.
  • Recommend modifications to existing quality or production standards to achieve optimal quality.

Education And Qualifications

  • Degree in Construction Management, Civil Engineering, or an equivalent combination of education, training, and experience.
  • 5+ years of Quality Management related experience on heavy civil construction projects, including direct field experience.
  • Certified ISO 9001 Lead Auditor with experience implementing ISO 9001 Management Systems.
  • Proven experience overseeing construction quality on major public transportation or large-scale infrastructure projects of similar size, complexity, and contractual value.
  • Demonstrated experience developing Construction Quality Control Plans/Manuals, QA Plans, Inspection and Testing Plans, and non-conformance management systems.
