About the role

Position Summary

Reporting to the Parks & Recreation Supervisor, the Community Development Coordinator is responsible for the planning, coordination, and delivery of both recreation-based and FCSS-based programs and events. This position supports the well-being of Yellowhead County residents by fostering community engagement, promoting active living, and delivering preventative social programs. Based out of the Edson office, this position will provide recreation initiatives that serve the entire County, while FCSS programming will focus primarily on the west end, delivered in collaboration with Wildwood FCSS staff and supervisor.

Position Responsibilities

Administration

  • Utilize and manage the online registration system for program enrollment and participant tracking;

  • Manage budgets and expenditures as per the County’s Purchasing Policy, including preparing purchase orders, monitoring program/event expenses, and assisting with financial and program outcome reporting;

  • Seek grant opportunities and program sponsorship;

  • Participate in emergency social services initiatives as required;

  • Research and maintain a knowledge base of local, regional, and provincial services and partners to provide programming that aligns with community needs;

  • Actively participate in area, facility, cross department and/or County wide planning, initiatives, and meetings;

  • Negotiate, prepare, and provide contracts for community organizations, contractors, and program instructors;

  • Maintain and analyze participation records and statistics for reporting and future planning;

  • Ensure risk management and safety standards are in place and consistent with County standards and policy, keeping in mind Provincial and Federal legislation;

  • Analyze and make recommendations on fees and charges (rental rates, admissions, passes, program fees, etc.) based on philosophy, policy, expenses, leader/participant ratios, sponsorship levels and/or partnership opportunities;

  • Coordinate the inventory, use, and procurement of equipment and supplies used by staff and volunteers in programs;

  • Respond to requests made by partners, community members, groups, agencies, media, and others as it pertains to programs and events as required;

  • Complete other duties as assigned;

Program Development

  • Identify and implement community development opportunities which enhance active living, cultural, and preventative social community experiences;

  • Coordinate seasonal recreation programs, special events, and community wellness initiatives;

  • Deliver FCSS programming that supports individuals, families, and community groups, with a focus on prevention and capacity-building;

  • Ensure programs are inclusive, accessible, and supportive of diverse populations;

  • Collaborate with the FCSS department on programs and refer requests to appropriate counterparts;

  • Maintain awareness of programs, services, and events offered by urban partners in Edson and Hinton to ensure alignment of service delivery and advise the Supervisor of these intiatives;

  • Facilitate and/or provide training opportunities that meet community certification needs;

  • Facilitate services that enrich and strengthen the quality of life by developing skills so people can function more effectively within their own environment;

  • Facilitate the development and delivery of programs, services, and events through identified needs, priorities, and strategies;

  • Guide program and service delivery by staying abreast of market trends, best practices, and current issues within the industry;

  • Implement evaluation tools and processes, including lesson plans, objectives, success measures, and continuous improvement; Identify and recruit qualified instructors & volunteers as required;

Community Engagement and Partnerships

  • Actively seek out, establish, and maintain effective partnerships and collaboration opportunities to enhance program and service delivery and to develop community capacity;

  • Initiate processes and strategies to engage community participation and identify needs;

  • Respond effectively to difficult, controversial, and/or complex issues in regard to public complaints, public behaviour, and community relationships;

  • Commit department resources within assigned parameters;

  • Represent Yellowhead County on relevant committees, boards, and community networks;

Communication and Marketing

  • Collaborate with the Communications Department to promote programs, services, and events through media releases, social media, publications, brochures, and community events;

  • Provide education and awareness of the benefits of engaging in community events and programs, including but not limited to the benefits of activities that are physical, social, creative, educational or spiritual in nature; and

  • Prepare reports, statistics, and presentations for community organizations or advisory boards as required.

Qualification, Knowledge, Skill & Ability Requirements

Education/Experience

  • Post-secondary degree in Recreation, Community Development, or Child and Family Services or another related field is required;

  • Minimum of one (1) year of experience working in a similar position is required;

  • Knowledge of rural municipal operations, volunteer organizations, and community recreation facility operations and programming is considered an asset;

  • Experience working with diverse populations (age and culture) is preferred;

  • Experience working with non-profit boards is preferred;

  • Experience working with rural community development is preferred;

  • Experience working with the delivery of innovative, effective, and efficient community programming;

Knowledge, Skills and Abilities

  • Extensive knowledge in program development and delivery;

  • High level of creativity, organization, and time management skills;

  • Ability to speak publicly and present to groups of varying sizes;

  • Ability to work flexible hours, including evenings and weekends;

  • Valid driver’s license and acceptable driver’s abstract;

  • Standard First Aid and CPR;

  • Defensive Driving Certification completed within the last 5 years;

  • Driver’s abstract with satisfactory results;

  • Child Welfare and Vulnerable Sector Police Information Check with satisfactory results; and
    Intermediate working knowledge of the Microsoft Office suite.

Working Environment

  • Shift, evening, and weekend work required;

  • Work is conducted in both an open office as well as outdoor environments in varying weather conditions;

  • Travel is required, including transporting of supplies/equipment to programming sites;

  • High intensity visual attention and manual dexterity required to use a computer and peripherals; and

  • Physical ability to assist with event setup/takedown.

The salary range is $$75, 167 to $93, 208 per year. Yellowhead County offers a competitive benefits package.
