Temporary position – 12 months with possibility of extension

Job Summary The Climate Action Planner position resides in the Public Works, Climate & Energy Management Team (CAEM) and reports to the Climate Action & Sustainability Manager. Working collaboratively with internal departments, community members, consultants and external partners; this position will implement TWN climate mitigation and adaptation goals and action plans, ensure alignment with TWN climate action policies and plans, and contribute to the transition toward a low-carbon and climate-resilient future.

Duties And Responsibilities

  • Lead the review, update and implementation a TWN climate action, mitigation and adaptation plans.
  • Project manage team climate action projects, including retaining and coordinating the work of interdisciplinary project consulting teams and contractors as needed.
  • Evaluate and monitor progress towards achievement of climate action goals and targets.
  • Report on key performance indicators related to climate risk reduction and resilience building, and lead completion of climate action progress reporting.
  • Coordinate community engagement initiatives to build awareness of climate action projects and programs and to learn from community knowledge and experience.
  • Build partnerships with other First Nations, government and other external agencies in the delivery of climate action programs and projects.
  • Collaborate with planning, asset management, engineering and emergency management to integrate climate actions considerations into urban planning, land use and infrastructure projects.
  • Track and interpret emerging Indigenous, provincial and federal climate adaptation and mitigation plans and policies and assess implications or opportunities for TWN.
  • Prepare reports, presentations and communications materials to support outreach and engagement.
  • Provide subject matter expertise to other departments and decision-makers on climate action and sustainability issues.
  • Prepare grant applications and manage climate-related funding opportunities, budgeting and reporting.
  • Provide mentorship and support team and community capacity building in climate action.
  • Perform other related duties, as required.

Qualifications

  • Bachelor’s degree in Urban or Community Planning, Environmental & Natural Resources Management, Climate and/or Environmental Science, Applied Science/Engineering or related field.
  • Minimum of five (5) years of experience with climate action planning and policies, climate adaptation and resilience strategies and implementation, climate vulnerability assessments, nature-based solutions.
  • An equivalent combination of education, training and experience may be considered.
  • Registration with, or eligibility for professional designation with Planning Institute of BC, Canadian Institute of Planners.
  • Envision Sustainability Professional (ENV SP) designation is an asset.
  • Project Management Professional (PMP) designation (or equivalent) is an asset.
  • Experience with managing complex, multi-disciplinary climate action projects and implementing nature-based solutions.
  • Experience with designing and leading community and stakeholder engagement related to climate action plan implementation and program design.
  • Experience with retaining and working with multi-disciplinary consultant teams and contractors.
  • Understanding of the culture and values of Tsleil-Waututh Nation and Coast Salish Peoples.
  • Previous experience working with a First Nations community or government is preferred.
  • Must successfully pass a Criminal Record Check.
  • Hold and continually maintain a valid class 5 British Columbia driver’s license.

Knowledge, Skills, & Abilities

  • In-depth knowledge of climate change impacts, adaptation strategies, and resilience frameworks and hazard mitigation planning.
  • Excellent knowledge of applicable regulations, codes and bylaws; and clear understanding of the department’s role re community land use and infrastructure management.
  • Familiarity with tools, guidance documents and methodologies for completing climate vulnerability assessments and climate adaptation strategies.
  • Knowledge of environmental justice and equity principles in climate adaptation.
  • Ability to analyze and interpret scientific data and translate findings into actionable plans.
  • Ability to produce clear reports, presentations, and communication materials for technical and non-technical audiences.
  • Strong project management, scheduling, time management and organizational skills. Proficiency in project management and tracking software such as MS Project or energy management software or dashboards is an asset.
  • Strong community engagement, facilitation, and communication skills.
  • Sound interpersonal and teamwork skills with ability to build and maintain strong working relationships with internal and external contacts.
  • Ability to work collaboratively with stakeholders and facilitate group meetings and workshops.
  • Demonstrated technical, operational, administrative and budget management skills.
  • Experience with basic financial performance calculations/business case development.
  • Self-starter who is comfortable working in multiple environments including in the field, in the office, and remotely via online platforms while supporting staff and consulting teams.
  • Good organizational, problem solving and analytical skills, and attention to detail.
  • Demonstrated ability to manage projects or assignments, and consult with the supervisor as needed.
  • Proficient with computers, Microsoft Office suite (Word, Excel, Outlook, Powerpoint), and various project management, engineering design and modeling tools.
  • Demonstrated flexibility, creativity and cooperation in adapting to changing work plan priorities.
  • Ability to solve practical problems and engage with the community in a culturally appropriate manner.
  • Ability to work in a fast-paced environment, and to manage the work plan to meet given deadlines.
  • Demonstrated patience, understanding, willingness to share information, and openness to learning and training opportunities.
  • Knowledge and appreciation of BC Indigenous cultures, and ability to work in a dynamic cross-cultural setting.
  • Positive attitude and strong work ethic.
  • Fast learner, enthusiastic and not afraid to ask questions.

Working Conditions Physical demands:

  • Significant desk work with long periods of manual dexterity activities (keyboard operations)
  • Travel to and from office, and to site visits and external meetings
  • Field work may require working in variable weather
