About the Role

Provide assistance and clerical support to the Manager, Procurement and Projects and other Departmental staff in administering the procurement, administrative and inventory control functions of the County.

Job Duties and Responsibilities

Administrative/Clerical Duties:

  • Accounts Payable - Code invoices, obtain authorization and enter into financial system (Maximo, Vadim iCity) on weekly basis

  • Prepare and submit for payment - Department Visa statements, staff travel, training and reimbursement of expenses

  • Assemble and prepare Accounts Receivable invoices for third party tenant recoveries

  • Record retention as per the retention policy

  • Assist with the creation of presentation materials and preparation of reports

  • Prepare Agreements, amendments, extensions and Construction Contracts (CCDC) as requested. Arrange for endorsement via electronic signature platform.

  • Maintain reoccurring tender/project list to ensure agreements remain current. Prepare extensions/amendments as required.

  • Provide support/coverage for Administration Building Receptionist/Clerk.

  • Attend meetings and collaborate with members of the CKLAG Purchasing Co-Operative Group on procurement procedures, products, services contractual requirements, etc.

Purchasing Duties:

  • Purchase goods and services as directed in accordance with the County purchasing policy

  • Research products to ensure practicality, cost effectiveness and supply availability

  • Prepare purchase orders, receive items and process invoices as required in MAXIMO

  • Review County tender and RFP documents for completion and standards compliance prior to distribution as requested

  • Assist with analysis of submissions as required

  • Assist with all county procurement initiatives as directed

  • Respond to inquiries both internal and external in regard to purchasing protocol and the status of competitions

  • Assist with the support of purchasing related software and processes to end users

  • Post and update projects on E-bidding and related portals as required

  • Ensure that all consultants and contractors retained under contracts and agreements administered by the Department are in compliance with the County’s Contractor H&S policy, obtain valid Certificates of Insurance, WSIB clearance and Health & Safety paperwork.

  • Update and distribute Health and safety compliance details of approved vendors and communicate to the applicable parties

  • May be required to travel to various facilities for purposes of employment.

Inventory and Office Supplies:

  • Purchase and maintain inventory for office/computer supplies, furniture and souvenirs and distribute

  • Receive supplies through purchase order module, shipment entry and prepare invoices for payment

  • Process orders for coffee and janitorial supplies for the County Administration Building

  • Review business card and envelope setup details to standards policy to confirm compliance.

  • Order A/P cheques for the County, resolve defective or incorrect items, follow up with credit invoice and process accordingly

  • Maintain master list with model/serial numbers, lease rates and expiry dates of multifunction devices (Ricoh) for all County facilities. Co-ordinate replacement machines upon expiry of lease.

General:

  • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed

  • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

What We Are Looking For

Minimum Formal Education

  • Completion of a 2 year community college program in Business Administration or a related discipline

Experience

  • 3 years of experience in a Purchasing department

  • Knowledge of purchasing related municipal/ provincial legislation/ regulations

  • Demonstrated experience in computer programs related to the position

A valid Ontario driver’s license and use of a vehicle.
