About Us
The Ministry of Finance oversees taxation, revenue and government spending.
The Revenue Division conducts a broad range of consumption tax administration and compliance activities. The Division strives to provide efficient processes and fair policies for tax clients and to promote a level playing field for individuals and businesses operating in Saskatchewan.
The Revenue Investigations Unit conducts a variety of field enforcement and intelligence gathering services for the Division to help address non-compliance with consumption tax obligations. The Team is comprised of a manager, two field supervisors and eight field investigators stationed throughout the province.
The Opportunity
Revenue Division is seeking a highly skilled, experienced and motivated individual to fill the key role of Director, Revenue Investigations. This is an exciting opportunity for a visionary, strategic and proactive enforcement professional with excellent leadership, communication, and interpersonal skills.
The successful candidate will provide leadership and promote a positive workplace culture in an area critical to the province’s consumption tax system. They will collaborate with internal stakeholders, external partners and other jurisdictions in pursuit of Saskatchewan tax revenue objectives. Current areas of focus are Provincial Sales Tax and Tobacco Tax compliance.
Reporting to the Executive Director of Intelligence, Collections and Investigations Branch, you will provide strategic leadership and operational oversight to the Revenue Investigations team. As the Director of Revenue Investigations, you will:
- Develop, implement, monitor and continuously improve a comprehensive vision and strategy for the Revenue Investigations Unit to ensure effective tax investigation and compliance enforcement across tax types. This includes developing innovative and new enforcement approaches.
- Provide leadership, direction and priority setting for the Unit. Ensure, including through field presence, that all staff operate within a robust and comprehensive policy and procedural framework that respects the rights of clients and allows for the full usage of legislative tools and powers.
- Collaborate and provide other program areas in the Division with field compliance and intelligence gathering services. Collaborate with other leaders on complex and high-risk files to ensure appropriate alignment / escalation.
- Provide oversight and accountability for effective and appropriate use of the Division’s summary offence ticketing program.
- Ensure the generation and quality control of investigation files for prosecution by the Ministry of Justice. Develop processes, training and provide guidance to other branches and units to ensure investigation files meet prosecutorial standards. Build strong relationships and liaise with Crown prosecutors before and throughout the prosecution process. Build and maintain strong working relationships with Crown counsel.
- Provide expert advice, input and recommendations to executive leadership on overall compliance and enforcement priorities, strategies and opportunities.
- Participate in Division and Branch leadership decision making and advance Government, Ministry and Branch goals and objectives. Contribute to the promotion of a positive, equitable and inclusive workplace culture in the Division
- Build and maintain strong working and information sharing relationships with a variety of municipal, provincial and federal law enforcement agencies to advance the province’s taxation compliance interests.
- Represent the Ministry at interprovincial tax compliance enforcement forums and meetings. Build strong working relationships and liaise with counterparts in other provinces, the federal government and key private sector entities to keep abreast of emerging non-compliance trends and novel approaches to compliance enforcement.
Ideal Candidate
The ideal candidate will be an experienced law enforcement professional who has:
- Adaptive leadership skills with the ability to provide oversight and guidance to a remote team in a challenging and technical work environment. Strong personal leadership and high integrity.
- Ability to strategically plan, set priorities, monitor progress and adapt to evolving needs to contribute to the advancement of Division objectives.
- Effective interpersonal and communication skills to successfully collaborate with diverse teams and stakeholders.
- The ability to foster a positive organizational culture by creating an environment of trust, equity, and psychological safety.
- Demonstrated success in leading new processes and initiatives, and in planning, implementing and overseeing projects of varying scales and complexities.
- Ability to manage risk and effectively resolve issues.
- Extensive knowledge of law enforcement and investigative principles and practices.
- Experience with court processes, requirements and standards.
- Ability to interpret and apply legislation and regulations.
- Understanding of IT applications and performance metric monitoring.
- Fiscal management skills related to program budgets and resources.
- Strong organization and attention to detail in administrative and operational matters.
Typically, the knowledge and experience required for this position would be achieved through:
- Formal education and police training coupled with extensive experience in policing or equivalent law enforcement experience.
- Knowledge of provincial consumption tax statutes, programs and compliance activities would be an asset.
- Knowledge of government policies and decision-making processes would be an asset.
- Experience in fraud, drug and/or organized crime enforcement and prosecution would be an asset.
- An equivalent combination of education and work experience would be considered.
