Position Objectives

Lead and oversee project controls to ensure effective planning, monitoring, cost management, and governance across strategic programs. Establish robust controls for schedules, budgets, contracts, risks, changes, and project performance. Provide accurate project controls reporting and performance analysis to support executive decision-making. Ensure projects are delivered in compliance with contractual obligations, organizational governance, and approved baselines.

Job Description & Key Responsibilities

Lead all project controls activities, including planning, scheduling, cost control, risk management, change control, and contract administration. Develop and maintain the project controls framework, ensuring alignment with organizational governance and delivery standards. Establish and maintain the integrated master schedule, schedule baselines, and project control metrics. Monitor project progress against approved scope, schedule, budget, and contractual milestones, identifying variances and recommending corrective actions. Manage project risks, issues, assumptions, dependencies, and change requests, ensuring effective mitigation and governance. Develop and maintain risk registers, change logs, and project control documentation. Prepare cost reports, budget forecasts, cash flow analysis, and earned value performance reports. Monitor contractor and vendor performance against contractual obligations, deliverables, and project milestones. Coordinate with project managers, commercial teams, engineering teams, and stakeholders to ensure accurate reporting and schedule alignment. Prepare executive dashboards, project performance reports, and governance updates for senior management and steering committees. Support project audits, compliance reviews, claims management, dispute resolution, and project closeout activities. Drive continuous improvement of project controls processes, reporting standards, and governance practices.

Qualifications & Experience

Bachelor's degree in Engineering, Project Management, Construction Management, Quantity Surveying, Business Administration, or a related discipline. Minimum 8+ years of experience in project controls, planning, scheduling, cost control, or commercial management, including experience on large-scale infrastructure, technology, or government programs. Proven expertise in project scheduling, cost management, contract administration, risk management, and change control. Strong understanding of project controls methodologies, earned value management (EVM), forecasting, and project performance measurement. Experience managing contractor performance, claims, variations, and contractual compliance. Proficiency in Primavera P6, Microsoft Project, Power BI, Microsoft Excel, SAP, Oracle Primavera Unifier, or equivalent project controls tools. Strong knowledge of PMBOK, AACE International recommended practices, FIDIC contracts, and project governance frameworks. Professional certifications such as PMP, PSP (Planning & Scheduling Professional), CCP (Certified Cost Professional), PMI-SP, or equivalent are highly desirable. Excellent analytical, reporting, communication, and stakeholder management skills with the ability to support complex, mission-critical programs.
